The “blue algae” incident that erupted in Taihu Lake in Jiangsu Province in 2007 gave birth to the river chiefs system.Since then,in order to optimize the water environment,the provinces and cities across the country have followed the river chiefs system and tried different methods in practice,which is quite effective.At the end of 2016,the Party Central Committee and the State Council promulgated the "Opinions on the Full Implementation of the River Length System"(referred to as "Opinions")to promote the development of the river’s ecological civilization as an important achievement in the construction of water ecological civilization.On New Year’s Day in 2017,General Secretary Xi Jinping issued a statement in the New Year message that “every river must have a ‘river chief’ ”.In the 2017 government work report,Premier Li Keqiang also proposed that it is very necessary to fully implement the river chief system.The full implementation of the river chiefs system is a major decision-making arrangement made by the Party Central Committee with Comrade Xi Jinping as the core from the harmonious coexistence of man and nature and accelerating the construction of ecological civilization.The river chiefs system is the chief of the party and government at all levels who is the chief of the relevant rivers in the area,called the “river chief”,and is responsible for a management system for river water environment management and protection.River chiefs system is a water resources management system initiated by the local and gradually promoted nationwide.It has rich practical experience but insufficient theoretical research.There are still many places worth studying in the implementation of the river chiefs system in different regions and how to optimize the development of the river chiefs system in the future.Based on the development of the river chiefs system in Jiangxi Province,this paper analyzes the relevant factors that affect its effective implementation based on the implementation effect of the river chiefs system.On this basis,we analyze the excellent cases of implementing the river chiefs system in other parts of China,so as to understand the main problems in the development of the river chiefs system in Jiangxi Province,and propose a plan to optimize the river chiefs system in Jiangxi Province.This paper is divided into seven chapters,as follows: The first chapter elaborates the background and research significance of the topic,reviews the research status at home and abroad and systematically introduces the research ideas,methods,innovations and deficiencies of this paper;The second chapter introduces the water environment of Jiangxi Province and defines the related concepts of the river chiefs system in this paper;The third chapter analyzes the current situation and implementation effect of the river chiefs system construction in Jiangxi Province according to extensive investigations;Chapter Four,combined with the implementation effect of the river chiefs system in Jiangxi Province,the defects and problems in its development are expounded;The fifth chapter analyzes the outstanding success stories of the implementation of the river chiefs system in the country;The sixth chapter,according to the specific problems of the river chiefs system in the development of Jiangxi Province,combined with the excellent experience of Jiangsu,Yunnan and Zhejiang,the countermeasures and suggestions for optimizing the river chiefs system in Jiangxi Province are proposed in a targeted manner;Chapter seven,based on the above research,summarizes the experience and conclusions of optimizing the river system development in Jiangxi Province.
