Research On The Implementation Of River Chiefs System In Henan Province

The importance of the River Chiefs System for the current water Environment management,water ecological restoration,water disaster prevention and control cannot be underestimated.The progress of its system has provided a practical institutional guarantee for water pollution control.However,it should not be ignored that the treatment of water pollution is complex Achieving a better ecological environment cannot be achieved soon,nor can the implementation of the River Chiefs System be achieved in a single step.So during exploring water control,how to improve the this system and make up for the deficiency of its promotion work is a complex problem.Henan Province is located in the Central Plains,and many rivers are distributed within its territory.After the 18 th National Congress of the Communist Party of China,In order to create a Charming Henan Province,Henan Provincial Government has implemented the River Chiefs System within the whole Province with the task of preventing and controlling water pollution,repairing water ecology and protecting water resources,and achieved good results.However,the implementation process of the policy is not plain sailing,and there are still some problems to be solved.This study is to River Chiefs System Policy in Henan province as the research object,based on the analysis of the current research situation of the system,on the basis of combining with Smith policy execution model,respectively from the idealize policy,policy enforcement agencies,target groups,policy execution environment four aspects analysis of River Chiefs System policy problems that exist in the imple mentation process.In view of problems,the suggestions are put forward: First,the policy is scientific and reasonable;Second,optimize the organizational structure of departments;Third,construction of public participation mechanism;Fourth,we will foster sound policy environment,through above suggestion,we hope to realize the optimization of the system and the yearning demand for a better living environment.
