Water resources management in China is faced with the contradiction between the increasingly scarce drainage space and the continuous growth of drainage demand.In this context,the basin flood storage and detention areas in the basin flood control losses caused by the use of more reasonable compensation.In China,flood storage and detention areas will exist in the basin flood control system for a long time.The application of compensation system in flood storage and detention areas has reached the purpose of helping the residents to resume production and life,but there are still practical problems such as lack of scientific basis for the formulation of compensation standards,high implementation costs,and lack of predictability in the allocation of funds.Introducing the drainage right trading system into the current compensation measures can make up for the deficiency of the current compensation measures by giving full play to the role of the market mechanism.At present,the understanding and implementation of the drainage right is still in the exploration stage,and there are some practical problems,such as weak theoretical research,lack of laws and regulations,imperfect trading system and inadequate practical cases.Taking Qinhuai river basin as an example,this paper attempts to build a drainage right trading system by studying the theories,cases and simulation application of drainage right allocation and flood storage and detention area compensation,as an effective means to optimize and perfect the compensation mechanism in the flood storage and detention area of the drainage area.The main conclusions are as follows:(1)The main inducement factors for the establishment of the drainage right trading system are the increasingly open economic and social environment,the increasingly severe water resources management problems,and the strategic requirements for the country to realize the sustainable development of resources,environment and social economy.(2)The right to discharge water is defined as the right to discharge both harmful or recyclable water flowing or accumulated on the surface or underground by artificial means,and the right to discharge waterlogged water caused by rainstorm flood.(3)In 2016,the flooded area of Qinhuai river basin during the summer rainstorm flood was 685.87km2.The flooded area of Nanjing area is 527.65km2,accounting for 76.93%of the affected area of the whole basin.The loss caused by the flood cannot be underestimated.(4)By purchasing the drainage right from the upstream of Chishan lake area,Nanjing can reduce the flood control pressure and flood loss of the downstream main urban area.This can be used as the pricing basis for the drainage right trade,that is,the damage caused by flood storage in the Chishan lake flood storage and detention area can be compensated according to the loss value of unit water volume.
