It is well known that china is a country that has serious flood disaster. With the economic development of city and flood detention basin, the loss of flood has been very serious. The reasonable application of flood detention basin makes the loss of flood at the least level, and benefits the prevention of flood. Numerical simulation of flood propagation in river and flood detention area and risk assessment can forecast and make the real-time adjustment of flood to decrease the loss of flood in the aim of reducing the risk of flood.This paper sets up the numerical combination model of 1-D and 2-D of flood propagation in river and flood detention area by Finite Volume Method(FVM). The model grid includes the river grid and ground grid, which connect each other by the point to point and the face to face. By using this model, the propagation of the diversion flood in Daqinghe Detention Basin in 1996.8 is simulated successfully and the verification computations are satisfactory. And by simulating every frequency flood, the paper analyses the blue print of flood adjustment .Based on the results, the paper draws the flood risk map of Daqinghe Detention Basin plotted by using the only element of the largest depth. Then the paper computes the loss of flood and make the evaluation of flood damage loss by fuzzy technique.At last, the paper sets up the flood forecasting and real-time adjustment system which integrates the model computation,the project simulation and risk assessment by the technique of computer and GIS. This system can provide technical support for flood adjustment, so can reduce the flood loss of detention basin as large as possible in the premise of the safety of city.
