Finally, the author develops the economic development model of detention basin based on the factors and set up the benefit-cost matrix based on game theroy.Third, the thesis starts to analyze the typical cases in China. One is the Jingjiang detention basin that seldom operated. The other one is Mengwa detention basin that had operated for several times.
