Urban rivers are an integral part of urban ecosystems, as the point of urban artificial environment and the natural environment; it constitutes a unique regional landscape and the carrier of urban cultural, the environment of urban river, landscape, transportation are closely related to city life . In the process of urbanization, the point of city and suburb is the key area of the construction and development of city, the river of the region transform into freshwater of city, its functions will change, in addition to shoulder the impartment task of the use of water, drainage, flood control, it must have a good landscape environment;Besides, the river of the point of city and suburb with strong influences of human activities, the two sides of it have a number of sources of pollution, ecological environment is destroyed.The text with a breakthrough of functional change, in allusion to several problems of the current development and construction of Chinese Rivers, and combined with the actuality of Cihu River of the city of Ma Anshan, which explores and studies the design of the development and construction of urban river. This thesis is made up by the following four parts:1) Summarized the history of the development and construction of Chinese urban river, proposed the concept of "harmonious plan", and advocated "harmonious development" between man and nature.2) According to the research of ecological theory, put forward the idea of using eco-park on the plan of Cihu River of the city of Ma Anshan, the text discussed the significance, principles and layout of the construction of ecological park Ecological Park of Cihu River, including wetland landscape area, sight-seeing agriculture area, recreational areas and nursery areas and so on.3) For the demand after the change of function of Cihu River, proposed the system of flood control and drainage which blending the use of resources to disaster prevention, and developed several planning strategies of urban flood control: including riparian remediation, river improvement, embankment improvement and so on; also including the construction of hydrological monitoring stations, the enhancement of management of flood control and drainage facilities and law service of non-engineering measures .4) Proposed the concept of health of the system of the river banks and established the evaluation index system of the four elements of soil erosion control, landscape construction, embankment safety and embankment value, proposed the planning program of Cihu River embankment system with the measures of embankment retreat, lower embankment height, the construction of buffer zones of embankment, and the construction of ecological protection of bank.
