With the continuous advancement of reform and opening up,the power system reform has entered a new stage.Since the end of 2014,China’s sales side reform kicked off,selling power service companies have sprung up.The fierce market competition promotes the power grid enterprises to constantly improve their own operating efficiency,the corresponding organizational structure,business model,organizational culture and other aspects of change,in order to enhance their competitiveness,adapt to the external environment changes put forward the latest requirements.The material center of Binzhou power Supply Company undertakes the whole life cycle management mission of the materials needed for the construction of Binzhou power supply company,and plays an important role in the implementation of the competitive strategy of Binzhou power supply company,but the material center has not been adjusted since the completion of the "three set five" reform,and the organization structure and business management system have not been restructured.New business has been to take part-time management,business management system responsibilities confusion,management efficiency continues to decline,has been unable to effectively support the company’s strategic development.Based on the study of how to change the material center of Binzhou power supply Company,this paper adopts the way of field investigation and on-site discussion,deeply inside the material center,combined with its own work experience,combs in detail the latest management requirements of the external environment change in the current stage to the material center,and investigates and analyzes its organizational structure,post setting,Business management system and other aspects of the existing problems,the application of organizational change,organizational design and other related theories,put forward material Center organizational change program and implementation.While optimizing the design of the organization structure,post setting and some key business management systems of the material center,the human resources guarantee measures such as the job competition plan and personnel training Plan are formulated to ensure the smooth landing of the material center change.This study is carried out under the background of the reform of the electric side and the optimization of the business environment,and makes a comprehensive diagnosis and analysis of the current situation of the operation of the material center,and optimizes the design of the organization structure and business system of the material center in combination with the theory of organizational change,organization design and process reengineering,is an effective practice of the theory of organizational change and the theory of organizational design in the process of state-owned enterprise reform.Through the research of this paper,it can provide the corresponding practical support for organizational change and organizational design theory,and it is also the perfection and enrichment of the corresponding theory,which provides some reference significance for the application of organizational change and design theory in the process of state-owned enterprise reform in China.At the same time,this paper takes Binzhou power supply company Material Center as a case,through the optimization design of its organization and business system to ensure that it meets the latest material management requirements under the new situation.On the one hand,it can provide more efficient material management for Binzhou force,and provide solid support for Binzhou power supply company to achieve new strategic objectives.On the other hand,it can provide corresponding guidance for the organizational change and business system design of material centers in other cities.
