| In the first year of the fourteenth five year plan and the building of a well-off society in an all-round way,China’s state-owned enterprises have made a series of significant progress and achievements after five stages of development.At present,they are in the trend of lean management and overall speed-up.Economic development,electric power first.Power grid company is the operator of China’s economic and social development.As a representative enterprise in the field of natural monopoly,it is facing the accelerating process of power system reform and international energy structure adjustment,and the emergence of competition subjects in the power market,How to balance the operation pattern of "regulatory business"and "competitive business" has become the core contradiction in the operation process of power grid enterprises.This paper selects NF power grid company as the research object,as a state-owned enterprise which has been assessed as "a" by SASAC for 14 consecutive years.It takes the lead in completing the main task of state-owned enterprise reform,and is also regarded as "the pioneer and icebreaker of electric power reform",and has made some excellent reform achievements.However,in recent years,the company’s main business index growth rate has decreased,which reveals that the dividend of the reform of the transmission and distribution side has gradually decreased.In addition,the increasingly fierce competition in the power sales side makes it have to rethink the urgency and necessity of deepening the internal organizational reform.Based on the company’s strategic goal of "building an international first-class electric power enterprise",driven by the dual support of organizational change theory and structure following strategy theory,this paper comprehensively uses the methods of literature research,case analysis and induction.Firstly,it analyzes the organizational structure of NF power grid company,Secondly,on the basis of clarifying the necessity of its reform,it analyzes the driving force and resistance factors faced by its reform.After initially determining the principle and direction of its organizational structure reform,it finally makes an in-depth exploration of its organizational structure reform strategy,that is,to establish a modern enterprise governance system with clear structure as the core,Taking the functional departments of the headquarters and the organizational structure of secondary organizations as the two major engines,this paper selects a district power supply branch company as the main analysis object to re plan and reform its organizational structure in two major business directions,so as to create a clear structure,standardized operation,professional management and updated and optimized organizational structure of the company,Make internal adjustment and preparation in advance for the future power business separation.The research significance of this paper is to clarify the practical obstacles to the reform of China’s power grid companies by taking NF power grid company as the research object.Through the separate discussion of regulatory business and competitive business structure,this paper re combs the institutional allocation of the company’s future business lines and profit centers,which provides reliable support for the realization of strategic objectives and subsequent power reform,It also gradually explores a feasible way for the transformation of power grid enterprises under the background of energy revolution,and it is a beneficial discussion on the organization and management innovation of natural monopoly enterprises in China. |
