Research On The Planning Of Civil-Military Integration Industrial Park In Southwest China

Since the opening of 18 th National Congress of the Communist Party of China,greater civil-military integration has become a national strategy of all the nation.As an important carrer to implement this national strategy,civil-military integration industrial parks have also developed rapidly,many problems emerged at the same time.As a vital area for the country's "three-line" construction,the southwest region has accumulated a solid foundation for national defense science and technology industry since the 1960 s,which provides relatively mature conditions for the planning and construction of the civil-military integration industrial park.This paper firstly combs the theory of civil-military integration industry and industrial park development.The analysis of the spatial factors of industrial parks in the existing research does not propose control elements for the civil-military integration industry,and the research in the civil-military integration industry is lacking.This becomes the starts of text research.First of all,this paper analyzes the typical cases of domestic and foreign countries,and summarizes the lessons that can be learned from the planning of civil-military integration industrial park.Then the civil-military integration industrial park is compared with the traditional industrial park,in terms of location,industrial structure,spatial layout and infrastructure.Eight planning factors are proposed from both internal and external aspects.Through above analysis in the southwest region,it is found that it has shortcomings in terms of industrial characteristics,spatial layout and land use.Guided by the status quo problem,this paper then proposes corresponding planning strategies for the civil-military integration industrial park in the southwest region through the site selection,industrial planning,spatial layout planning and infrastructure planning through the analysis of the internal and external planning influencing factors.Specifically,there are three modes in the site selection of the industrial park: urban internal type,urban suburban type and urban remote suburban type;the park should comprehensively consider the military and civilian integration industry innovation ability,industry scale proportion,correlation effect,growth rate and other factors;There are three types of layout modes,namely,crossgroup layout,parallel group layout and comprehensive group layout;in the park road traffic and green space system planning,the combination of peacetime and warfare needs to be considered.In the end,this paper takes the military and civilian integration industrial park of Jiange County,Guangyuan City as an empirical study,and conducts research and analysis through four aspects: current situation analysis,industrial development,spatial layout and infrastructure,and applies the theory to practice.
