Research On The Dilemma And Countermeasures Of Private Enterprises Entering Military Industry In Zhejiang Shipbuilding Industry Under The Background Of Civil Military Integration

Since the 18 th CPC National Congress,civil military integration has become a national strategy.Shipbuilding industry is the basis and important support for the implementation of marine power strategy.It is a typical military civilian strategic industry,which provides technical equipment for water transportation and marine resources development.Zhejiang,as an important coastal ship building Province,has a solid foundation of shipbuilding industry and a superior geographical location,so it should promote the process of shipbuilding industry to participate in the national defense industry.Therefore,under the background of civil military integration,it has become a subject of theoretical significance and great practical value to study how Zhejiang shipbuilding industry participates in and supports national defense construction.This paper will take Zhejiang private shipbuilding enterprises as the research object,through questionnaires and interviews to carry out research and analysis.First of all,the relevant research of domestic and foreign scholars has been summarized through the method of literature review.This paper has clarified the concepts of shipbuilding industry and civilian participation in the army,explained the relevant research theories.Secondly,the development history of the shipbuilding industry and the advantages of " private enterprises entering military industry " of Zhejiang shipbuilding industry,as well as the policy environment,development scale and current situation are summarized.Then,through questionnaire survey and interview,the paper makes a case analysis study on the problems existing in the process of Zhejiang shipbuilding private enterprises participating in the national defense industry,and analyzes the reasons for the problems existing in the process of Zhejiang shipbuilding private enterprises participating in the national defense industry.Furthermore,this paper summarizes the practices of promoting civil military integration of shipbuilding industry in the United States,Japan and china Fujian and Shandong provinces,and obtains the enlightenment for the development of civil military integration of shipbuilding industry in Zhejiang Province.Finally,based on the above analysis,the paper gives suggestions for the development of Zhejiang shipbuilding industry from the perspective of government and enterprises.From the perspective of the government,this paper puts forward some specific suggestions,such as changing ideas,establishing and improving the three systems of organization,operation and policy system,simplifying the administrative approval process,establishing a public service platform to improve the construction of information channels,building a collaborative innovation platform,building a collaborative innovation cooperation system,building a comprehensive maintenance base,and promoting the transformation of industrial clusters.From the perspective of enterprises,this paper puts forward some specific suggestions,such as improving understanding,actively serving national defense,establishing the awareness of independent innovation,enhancing the ability of technological innovation and strengthening internal management.Under the background of civil military integration,it promotes the development of " private enterprises entering military industry " in Zhejiang shipbuilding industry,and also provides reference for the in-depth development of civil military integration in other places.
