Research On Management Problems Of Military Renewable Energy System Construction On Condition Of The Civil-Military Integration

Energy is the lifeblood of national defense construction and military development.With the continuous prominence of traditional energy problems,the rise of new energy technologies and the promotion of the national "double carbon" policy,the application of new energy in the military field has also developed in the main way of military civilian integration.However,due to lack of experience,there are many problems in the construction and management of military new energy,such as unclear military demand,slow construction progress and many operation and maintenance problems.The related problems of military new energy system construction and management under military civilian integration need to be solved urgently.In order to solve the construction and management problems of military new energy system under the integration of military and civilian,this paper combines the relevant theories of management,adopts SWOT analysis method,WBS analysis method,expert scoring method,etc.,combines qualitative and quantitative,summarizes the management practice of new energy system construction of military and local enterprises at home and abroad,and analyzes its good practices and shortcomings,This paper studies the reasons for the construction and management of new energy system in our army,and gives the corresponding countermeasures and suggestions.Firstly,it analyzes the current situation,problems and causes of military new energy system construction management under military civilian integration.Through literature review,statistical data analysis and other methods,summarize the current situation of the construction and management of military new energy system under the integration of military and civilian,analyze and sort out the management problems,deconstruct the military new energy system through WBS work decomposition method,analyze the responsible subjects of the problems,and conduct qualitative research on the internal and external causes of the problems through SWOT analysis method,analyze the main causes of the problem.Secondly,it studies the management practice of new energy construction at home and abroad.By consulting literature and studying cases,this paper studies the construction and management practice of new energy system at home and abroad,summarizes their mature experience in development strategy,management operation and maintenance and military civilian integration mode,and summarizes the reference and enlightenment to our military management.Finally,in view of the problems existing in the new energy construction management of our army under the military civilian integration mode,learn from the experience of new energy construction management at home and abroad,give general suggestions on the internal and external environment of the system through quantitative methods,and then focus on the five aspects of system mechanism,policy system,human resources,military civilian integration and future development,study and put forward countermeasures and suggestions for the construction and management of military new energy system under the mode of military civilian integration.Through the research on the management of military new energy construction under the military civilian integration background,this paper summarizes the current problems,analyzes the specific reasons,and gives countermeasures and suggestions,so as to provide reference and reference for the management of military new energy system construction in the whole army.
