Community Disaster Prevention Planning Method Based On Precaution Living Perimeter Theory

Urban security is not only the bottom line of urban development,but also the foundation of quality improvement.As a basic component of the city,the community is more conducive to the integration of various types of disaster prevention resources and the implementation of various disaster prevention measures.Therefore,the implementation of community-centered disaster prevention and mitigation activities is the guarantee for the safe development of cities.At present,China's research on community disaster prevention at the level of urban planning is still in its infancy,and the system of community disaster prevention planning has not yet been formed.Based on this,this paper takes urban community as the research object,and through comparative research and empirical research,tries to explore the community disaster prevention planning method under the theory of precaution living perimeters.This paper first systematically combs the research background,research significance and basic concepts of community disaster prevention.Through the review of domestic and abroad research,it summarizes the shortcomings of China's community disaster prevention planning research.Then,compare and study the advanced experience of Japan and Taiwan's precaution living perimeters,and summarize its hierarchical division and components.At the same time,compare the differences between Japan and China in community disaster prevention related laws and policies,planning and technical standards,and summarize the results for China.The urban community precaution living perimeters constructs various indicators and construction methods with reference value,and proposes practical technical means and method steps.Taking Weifang High-tech Zone as an empirical case,applying the theory to practice,using the innovative method of ArcGIS and Simulex to optimize the layout of the shelters and disaster prevention facilities in Weifang High-tech Zone,and divide Weifang High-tech Zone into the fixed precaution living perimeters and emergency precaution living perimeters,and aiming at the current issues,the construction strategy of the precaution living perimeters system is proposed.On the one hand,the technical methods and steps are developed to a specific operational level.On the other hand,the deficiencies of the technical methods are found through practice and compensated.Finally,a “comprehensive” spatial planning strategy and a “full-time” management optimization strategy are proposed to provide a reference for urban community disaster prevention planning.
