The city is the crystallization of human civilization,and it is also a huge carrier of people’s lives.With the continuous expansion of the scale of the city,the city’s living environment has been continuously destroyed,leading to natural disasters and various unexpected urban public security incidents,and people’s living environment has been seriously threatened.It has attracted more and more attention to ensure the safety of the city and actively and effectively respond to the sudden disasters in the city.At present,the common types of disasters in cities include natural disasters such as earthquakes and heavy rain,terrorist attacks,and urban safety events.The types of secondary disasters and derivative disasters caused by common disasters are more likely to be ignored.As one of the public policies,comprehensive urban disaster prevention planning emphasizes the rational distribution of urban disaster prevention resources and disaster relief mechanisms to ensure the safe operation of cities.Carrying out comprehensive disaster prevention planning research,strengthening the formation of urban disaster warning mechanisms,rationally arranging and controlling disaster prevention facilities,and promoting the establishment of a comprehensive disaster prevention planning mechanism system will inevitably become the top priority for urban development in the future.At present,there are still many problems in China’s comprehensive urban disaster prevention planning system,including the fact that departments still focus on single-disaster disaster prevention planning,the lack of corresponding coordination between disaster prevention plans,and the phenomenon of unreasonable layout or repeated construction.At the same time,most cities lack disaster risk analysis and assessment.Disaster prevention planning still stays on the drawings and is in the passive disaster prevention stage.Through the definition of safe city and city comprehensive disaster prevention planning,the goal is to build safe city,and through analyzing the problems and shortcomings in the urban comprehensive disaster prevention planning system,taking haimen city as an example,combined with the characteristics of haimen region,Based on the analysis of the potential disaster risk in cities,the paper puts forward the basic ideas and specific contents of the comprehensive disaster prevention planning system.That is,according to the sequence of disasters,three periods of time before,during and after the disaster,three parts of prevention mechanisms,space systems,and implementation and management are formed.Through comprehensive disaster prevention planning system research,we can comprehensively deploy various disaster prevention facilities in the city to achieve the "one map" of the city,eliminate unreasonable phenomena in the construction of disaster prevention facilities to the greatest extent,reduce engineering waste,and reflect the comprehensive nature of this disaster prevention planning study.The ultimate goal of the study is to ensure the safety of the city’s operation,protect the safety of people’s lives,and enable Haimen to truly achieve the development goal of a safe city.It is hoped that the city can improve the comprehensive disaster prevention planning system according to the actual situation,make the comprehensive disaster prevention planning system more universal,and bring reference to more cities.
