The earthquake is strong and frequent in our country, so our country is one of the countries suffering the most severe earthquake disasters in the world. Earthquake disaster is mainly generated by the damages of buildings, engineering facilities and social system which are caused by the earthquake. As shown by the experiences of earthquake, it is very important for reducing the earthquake damage and losses to make up the planning of urban earthquake reduction and disaster prevention before earthquake. Combined with the characteristics of buildings and infrastructures of a curtain practical town, this paper studies the method of compiling the planning of urban earthquake reduction and disaster prevention from the two main aspects of prevention before earthquake and refuge and rescue after earthquake. This paper introduces seismic damage prediction methods for six kinds of buildings including multistory brick buildings, single storey factory building, old civil house, brick and concrete single storey building, RC frame building, multistory brick building with bottom story frame, and for water supply pipelines. This paper studies also the measures to strengthen the city anti-seismic capacity, and the suggestions of Earthquake Emergency Preplan during earthquake.A lot of old and new buildings in this town are miscellaneous. In addition, under reconstruction of the urban area, the old buildings will be removed or rebuilt. So the traditional text-like planning will be difficult to adapt the change of the new situations of the town. In view of this, this paper develops a decision-making system for earthquake reduction and disaster prevention based on Geographic Information System (GIS). The decision-making system has the capacities for managing and analyzing huge amounts of geography spatial information and its information's updating and supplement are also convenient. The system can also make prediction and collect the statistic of the earthquake damage for six types of buildings and for water supply pipeline system, and the analysis results can be supplied as the base for compiling the planning and can be used as the technical support for the government emergency decision during earthquake.This paper introduces the development process in detail. In the process of development the system uses the software ArcGIS which has abilities of powerful geography spatial analysis and geography spatial data treatment. Based on the program language VBA included in the ArcGIS desktop production—Arclnfo, the system interface and secondary functions development have been made. The system's database is founded on Microsoft Access. The system has the innovative characteristics of interface friendly, layer clear, graphic beautiful and display animating.Finally, this paper gives a presentation of the functions of the earthquake reduction and disaster prevention based on GIS for curtain practical town.
