Under the support of "going out" strategy,"belt and road" initiative and foreign economy and cooperation policy in China,the business scale of China's foreign contracting project has been expanded gradually.In 2017 only,the total amount of foreign engineering business is 159 billion 420 million US dollars,while the overall business scale is rapidly expanding,and the scale and grade of China's outsourcing projects is constantly improving.Because of the international project contract and its vulnerability to the instability of the international economic and regional political situation,it has caused inevitable risks in the management and implementation of overseas contracting project.In order to reduce the impact of risk on the project and maximize the business interests and project profits of the enterprise,it is necessary to identify the risk of the project.Zambia solar powered maize mill project is a livelihood project financed by China's commercial banks.As a general contractor,D Company undertakes the general contracting project for the first time.It faces both rare development opportunities and huge challenges.Therefore,this paper takes the Zambia solar powered maize mill project of D company as an example,and discusses the project risk management based on the risk identification and evasion.In this paper,literature review,case analysis and empirical analysis are used to study D company's solar powered maize mill project in Zambia.The research index is risk management.Basis on risk identification and evaluation theory,risk management theory and risk process theory,the paper identifies possible or existing risks in this project through the analysis of the actual problem,which mainly come from Zambia solar powered maize mill construction process,and on the basis of the analytic hierarchy process(AHP)is adopted to the discriminant project risk,referring to possible risk,it is concluded that the combination of the evaluation results and the reference,finally work out relative solutions.This paper first expounds the necessity of risk management and control of overseas contracting projects,introduces the general situation of Zambia solar powered maize mill project of D company,introduces the significance of risk management of Zambia solar powered maize mill project of D company,and discusses the theoretical research on project risk management by Chinese and foreign scholars.Second,it introduces Zambia solar powered maize mill project status,Zambia contracting engineering market present situation,and the impact of the project to D Company,and combining with the characteristics of D company Zambia solar powered maize mill plant project risk,descriptive D Zambia solar mill proj ect risk management problems,analysis shows that the lack of government policy continuity,the government lacks criterion operation specification,project management,foreign exchange control and exchange rate risk,security problem is the research difficulty in Zambia solar powered maize mill project.Due to the above factors,it is difficult to precisely control the project risk management.After a series of studies,it is found that political risk,economic risk,management risk,environmental risk and schedule risk are the main risks in the risk control of the project.Combining the risk degree,reference factors and project risk,this paper established a project risk assessment model by using the analytic hierarchy process(AHP)to evaluate the risk factors of D company's Zambia solar powered maize mill project.Finally,in the project risk control response to the organizational measures and risk response procedures and methods,develop a method.
