A Study On Problems And Solutions Of Expressway Emergency Management In H Province

Under the circumstance that the leading contradiction of society in our country has changed,to build a scientific mechanism for expressway emergency management in H province and improve its capabilities of emergency handling,has become an urgent task.It's a hard work because incidents on expressways could be happened anywhere at any time.These uncertainties not only make it necessary to initiate the work from various directions,but also look at the big picture simultaneously.Moreover,as the starting of constructing expressway in our nation is comparatively late and explores on expressway emergency management are still on the early stage,thus make the study on expressway emergency management in H province practically meaningful.When talking about the current status of expressway emergency management in H province at first,the passage summarized experiences that accumulated by H province in the work of expressway emergency management,such as the building of provincial monitoring and instructing center,the formulation of targeted emergency plan,a relatively perfect emergency management mechanism,and an adequate service guarantee on emergency management.Then it used crisis management theory as the breakthrough,demonstrated 7 problems in different aspects,including source of incident information,emergency plan,coordination between emergency rescue forces,structure and level of rescue team crews,importance of social emergency rescue forces,social public opinion and emergency consciousness of administrators.These detailed diagnoses played an important role in the upcoming analysis of causation and solutions.In terms of analyzing the causation,links between causation and consequences are listed respectively,such as scattered administration and lacking of platform gathering comprehensive information,are the direct causation of scattered information source of incident,separation of emergency rescue forces,imperfection on emergency plans in aspect of multi-sectoral collaboration,these factors may lead low rescue efficiency between different sectors and areas;while lacking of professional decision-making organs and crews,is the indirect causation of left-behind ideas on emergency management,unbalanced structure and knowledge level among crews in community-level emergency rescue teams,ignorance of crisis awareness in aspect of public opinions.All the above laid a solid foundation for resolving the problems precisely.No matter how to find out problems and analyze them,they are all serve to tackle problems more efficiently.This thesis paid much attention to illustrate measures could be taken by H province in dealing with problems during the work of expressway emergency management.These measures refer to the reform of administrative system,building of provincial and municipal comprehensive emergency instructing center,institution of practical emergency drill,establishment of multi-sectoral collaboration mechanism,application of omnimedia in emergency knowledge publicity and creation of positive public voice.All these measures smashed on the "pain spot" of each problem,which could provide good references to the perfection and improvement upon expressway emergency management in H province.
