A Study On The Emergency Management Of Natural Disasters Water-related Disastrous Incidents In Guangzhou City

Water,the source of life,the key element in production activities and the basis of ecology,concerns vital interests of the people.Whereas Guangzhou is located at the watery Pearl River Delta with abundant river system and interweaving river networks,the water area amounts for 10% of the total area of the city.It boasts a romantic reputation characterized with "Elaborate Cloud Mountain" and "Limpid Zhujiang River".In recent years,Guangzhou is sparing no efforts in building an ecological water-featured city for the pursuit of an ecological city where human beings and water are living harmoniously,featuring reasonable utilization of water resources,effective guarantee of water safety,natural water environment and ecology,colourful water culture,efficient and scientific water management as well as sustainable development of water economy.At the same time,however,we should also notice that with the social and economic development of Guangzhou,economic activities are getting more frequent,while the residential population is rocketing,and natural disasters like typhoon have been giving deeper and bigger impacts on the city.In spite of the fact that information technology is able to provide precautions and anticipations to such water-related disasters,due to the dissimilarity and speciality of such disasters like typhoons,storms and the like,it imposes great challenges to provide responses to such disasters.Being the dominating management body for comprehensive social affairs,the government is obliged to take its inescapable responsibilities for dealing with such water-related emergencies.Therefore,how to strengthen the emergency management force for water-related disasters has become a key question to the municipal government of Guangzhou,concerning public management issues.This paper rationalizes the theories and frame models regarding emergency responses and management with methods including archival research,case study and so on,and taking into account of the existing research achievements for water-related emergencies.By relying on the actual situation and contemporary features of Guangzhou city,considering the functions of the water related departments,the water authority of Guangzhou city together with Three Prevention Office uses the case of Nida,the fourth typhoon in 2016,along with the synergistic governance theory and 4R crisis management theory to put forth the problems that are existing in dealing with water-related emergencies.The problems include city water-logging led by the heavy rain of typhoon,imperfect emergency guidance,failure in getting people's endorsement in dealing with typhoon,etc.The reasons leading to the problems are lack of urban infrastructure construction,lack of cooperation between different government departments,no enough emergency management force and lack of propaganda and guidance.To deal with these problems,the paper puts forward with some suggestions,which are to strengthen risk awareness,speed up the construction of urban infrastructure,improve the emergency cooperation mechanism for wading emergencies,mobilize all sectors of the community to work together,and strengthen publicity and guidance.This paper has done positive exploration on the countermeasures to the Guangzhou's emergency management on the water-related natural disasters,and also provides positive references to the government departments' emergency management.
