Evaluation Of Emergency Management Capability Of Wenzhou Expressway Management Center

With the continuous enhancement of China’s economic strength,the scale and number of highway construction are constantly increasing,and the high-speed network has basically covered the whole country.However,the increasing traffic volume and sudden extreme disasters have created a management dilemma for highway emergency management.How to improve the emergency management ability of expressway and protect the life and property safety of drivers and passengers more effectively has gradually become the focus of attention.In the construction of expressway emergency management system,expressway operation and management unit is a very important part.Highway emergency management system is mainly based on highway operation and management units,the establishment of emergency protection team and the allocation of emergency support materials and equipment.Objectively evaluate the emergency management capacity of highway operation and management units,analyze its shortcomings,and strive to improve the ability to prevent and deal with highway emergencies,which plays a positive role in improving the efficiency of emergency management.Therefore,based on the four-stage theory of crisis management and the theory of coordinated management of public crisis,this paper analyzes the current situation of its construction by taking Wenzhou Management Center of Zhejiang Jiaotou Expressway Operation and Management Co.,Ltd as an example.Then the evaluation index system of emergency handling capability of expressway transportation and management units is constructed,and the relevant data are collected by designing questionnaires,combined with fuzzy comprehensive evaluation method for data processing.The evaluation results of emergency management capability of Wenzhou Management Center are obtained.According to the evaluation results,the problems existing in emergency management of Wenzhou Management Center are summarized.According to the problems,this paper sums up the effective suggestions to improve the emergency management capacity of expressway operation and management units,mainly from the prevention stage,preparatory stage,response stage and recovery stage to strengthen the emergency management capacity.The conclusions of this paper are as follows:(1)Combined with the construction principle,basis and principle of the evaluation index system,the evaluation index system is constructed through primary selection and determination of the evaluation index,and the weight of the index is determined and analyzed from the specific index.It can be seen that the three indicators with the highest weight value are emergency disposal safety,emergency disposal capacity and emergency start-up efficiency,and the sum of the three weights exceeds30% of the total value.It is considered to be the three most important indicators.(2)The required data are obtained by designing a questionnaire,and the fuzzy comprehensive evaluation method is used to determine that the score rate of emergency management ability of Wenzhou Management Center is 0.8730,and the evaluation result is better.Among them,the score rate of emergency prevention ability is 0.8528,the evaluation result is better,the score rate of emergency preparedness ability is 0.8554,the evaluation result is better,the score rate of emergency response ability is0.8823,the evaluation result is better,and the score rate of emergency recovery ability is 0.8846.The evaluation result is good.Combined with the evaluation results,the problems existing in the emergency management ability of Wenzhou Management Center are analyzed.(3)Based on the summarized issues,propose improvement suggestions from four aspects: prevention stage,preparation stage,response stage,and recovery stage.One is to strengthen emergency management capabilities in the prevention stage,including establishing and improving safety knowledge education and training assessment standards,strengthening road monitoring management level,and improving emergency prevention related systems and standards.The second is to strengthen emergency management capabilities in the preparatory stage: including accelerating the construction of a digital control comprehensive decision-making platform,developing a complete talent training plan,conducting practical and normalized emergency drills,and conducting preventive inspections on roads.The third is to strengthen emergency management capabilities during the response phase,including innovative forms of emergency duty,innovative emergency response and rescue methods,and other contents.The fourth is to strengthen emergency management capabilities during the recovery phase: mainly including establishing an emergency evaluation mechanism with full participation of all personnel,improving personnel benefits,and implementing elimination mechanisms.I hope that through research and analysis that combines theory with practice,the emergency management thinking of operating units can be innovated,the emergency management mechanism can be improved,their emergency management capabilities can be further enhanced,the safety of people’s lives and property can be effectively guaranteed,the casualties and property losses caused by highway emergencies can be reduced,regional economic development can be promoted,national security and social stability can be maintained.
