With the rapid development of China’s civil aviation industry,air transport has become increasingly popular,and the relationship between the rapid growth of flight volume and airport security resources has become increasingly tense,leading to high flight delays of airlines.Due to the flight delay,passengers are irrational and uncivilized,and even violent acts such as stopping boarding and refusing to board,such as forcibly breaking into the apron and beating employees;If the destruction of airport equipment and the instigation of individual passengers are not stopped,it may turn into a large-scale mass accident,endangering life and property.Under extreme conditions,the flight safety of aircraft will be greatly threatened.The flight delay of airlines has been a hot topic in China in recent years,and it is also the focus of attention in China and even the whole society.In a place like airport,it is an area with frequent stops,landings and dense traffic,and its significance of public safety is self-evident;Therefore,we must attach great importance to the impact and harm of such group events and actively take various preventive and response measures.This paper takes Shuangliu Airport as a case to explore the current situation of prevention and control of mass incidents caused by flight delays.First of all,through reading relevant literature,it introduces the relevant concepts,characteristics and general incentives of flight delay and mass incidents.Then,through the collection of airport related information,find the relevant data of group events caused by flight delays,and analyze the types of group events caused by flight delays at Shuangliu Airport and the prevention and control measures currently taken.Through questionnaire and interview methods,combined with typical examples,the four stages of the emergency management life cycle theory are used to find prevention and control problems.Combined with the collaborative governance theory,the research finds that there are many problems in the existing prevention and control system:(1)problems in the emergency management system for group events caused by delay(2)airport,air traffic control Lack of coordination and disposal organization of airlines(3)unscientific compensation standards for delay;(4)The delay information release mechanism is not perfect,and(5)the CAAC’s promotion of aviation knowledge is not in place.Through empirical research,combined with the proposition in the life cycle theory of emergency management and the theory of collaborative governance,this paper proposes to improve the prevention and control system of flight delay group events by improving the organization and coordination mechanism and the emergency system,strengthening the functions and supervision of government departments,improving the service recovery level,and popularizing aviation knowledge.It provides ideas for Shuangliu Airport and other large airports with high delay rate to prevent and control such incidents.It provides a cooperation direction for strengthening the coordination and operation of civil aviation authorities,airports,air traffic control,airlines and other departments,and has higher requirements for improving the service recovery capabilities of airports and airlines,which is conducive to the standardization and scientization of flight delay disposal,and also has important practical significance for improving the public opinion environment of civil aviation flights,improving the relevant laws and regulations of air transport,and mitigating passenger disputes. |
