Research On Urban Traffic Emergency Management Of Unexpected Incidents

The research on urban traffic emergency management focuses on the causes, the emergency management system, emergency command decision-making and management mechanism from the emergency incidents, which influences the reliability and efficiency of the urban traffic system. The uncertainty, openness and the complexity of emergency in the urban traffic system results in the importance and the difficulty for the urban traffic management. Nowadays in China, even on abroad, the urban traffic emergency management has a lack of overall, systematic and further research. By taking the urban traffic emergency as a case studied and analyzing the different causes of the emergency incidents, the framework of the urban traffic emergency management system and the functional structure is proposed. With analyzing the problems in the emergency command decision-making, as well as the researches on emergency treatment theory, partly cooperation, traffic flow management, resources integration, etc. and the American emergency management system, the paper finds out the disadvantage and the problems in the existed emergency management system, proposes the content of emergency management system and its operation strategy, points out the key measures facing the urban traffic emergency.
