In recent years,gas-fired power plants in China are in full swing.The traditional project management methods are used to manage gas-fired power plant construction projects.However,there are lots of delays,cost overruns,and frequent schedule changes because the ignorance of resource constraints and human behavior factors.Through the literature,we found that the critical chain method can offset the shortcomings of traditional methods by considering resource constraints and human behavior factors.In order to solve the large error of process duration estimation,the gray model is introduced to estimate the process duration.Based on the estimated duration of the process,the buffer size calculation is improved by considering the resources constrains,the complexity of the link,and the risk preference level.Taking the GZ gas-fired heat and power triple-supply project as an example,comparing the original construction period(585d),critical path construction period(540d),and the improved the grey key chain construction period(536d),the superiority of the improved grey critical chain model is verified,and the buffer size calculation method is compared.The improved gray model performed better than the traditional methods of "cut and paste method","root variance method" and "elastic coefficient method".The project schedule is the basis of project management,and project schedule management is the bridge between the schedule and the practice.This paper divides the buffer into three levels,establishes a buffer breakthrough and action decision matrix,designs a buffer management mechanism including monitoring mechanism,early warning mechanism and reward and punishment mechanism.In the end,the buffer management implementation flow chart is summarized,it can provide guidance on the schedule.
