Strategies And Personnel Evacuation Of Community Under The New Urbanization Background

The characteristics of Community under the new urbanization background contant both the urban community’s and the rural community’s.These characteristics are building densely complex buildings,managing large population,handling sudden major disasters and accidents in poor ability and organizing the crowd to escape from disaster in difficult way.And it is the difficult point of urban governance.So researching this kind of the community has realistic meaning.The dissertation researchs the community of this kind in many ways like theoretical analysis,field investigation,model construction,risk assessment and numerical simulation.Several main conclusions are shown as follows:(1)Take some community under the new urbanization background for example and according to the field research and other data,it is known that various factors of sudden disaster risk influence the vulnerability of the community such as buildings,public infrastructure,internal and external environment,public facilities etc.And base on it,evaluation system of community under the new urbanization background is built.(2)To comprehensive evaluate the risk of the research community.Using the analytic hierarchy process and fuzzy comprehensive evaluation method of community comprehensive risk assessment,it is calculated that the score of the vulnerability of the community is 3.3,the score of hazard factor is 2.2 and the total score is 2.8,risk assessment of community is level three,the degree of risk is low.(3)Take the most dangerous building in the community and the whole community for example to optimize reasonable escape routes.A related CE is used to analyze the most dangerous building.A related ACA is used to study the whole community and optimize reasonable escape routes from the central of the community to the safe area in order to shorten evacuation time.(4)Base on the total score of the community comprehensive risk assessment result,three safety management principles are concluded.These principles are people-oriented,case-based and ruling by law.And the dissertation proposes four measures to improve the community safety.These measures are eliminating community risk sources and hiddening dangers of accidents,building public infrastructure,optimizing reasonable escape routes andstrengthening disaster preventing and reducing management.Community risk sources and hiddening dangers of accidents can be eliminated by speeding up urbanization process,regularizing building function and paying attention to traffic safety.Public infrastructure can be improved by improving the power supply,increasing public fire protection,building a emergency shelter.Escape routes can be optimized by reducing obstacles,enhancing the ability to disperse population,increasing dispersed instructions and emergency lights,sharing evacuation information more quickly.Community disaster management can be promoted by perfecting disaster reduction mechanism,building a strong rescue team and strengthening publicity.
