Study On Comprehensive Capability Evaluation System Of Industrial Design Demonstration Base In Zhejiang Province

Industrial design in industrial production and manufacturing engineering as the main object,the use of new technologies,new materials,new technology,the combination of aesthetics,economics knowledge,product function,structure,shape,packaging and manufacturing engineering for the integration and optimization of innovation activities,belongs to the very industry chain value-added link.Zhejiang is one of the developed most provinces of China's market economy,the characteristics and advantages of the industry as the backbone of the economy had massive economic development in Zhejiang is one of the features and advantages,but because of the development mode of Marshall type,how to upgrade to a modern industrial clusters,has been plagued by problems.The Zhejiang provincial government issued the "opinions on" policy transformation and upgrading accelerate the construction of massive economic characteristics of industrial design base,relying on the local characteristics of the industry,with characteristics of industrial design base as the carrier,and vigorously promote the development of industrial design,industrial design industry to play The supporting role of transformation and upgrading.Due to the lack of scientific evaluation index system,the development ability and level of each base can not be compared horizontally,which results in each base being unable to locate its position accurately,and it is difficult to form the policy of encouraging the advanced and encouraging the backward.Causes the base development pressure and the power insufficiency.Therefore,the establishment of an effective evaluation system is particularly important.In order to choose the development direction of differentiation suitable for the industrial design base,solve the problem of self-evaluation,standardize the development,realize the attraction of the same industry agglomeration elements and the differential development of the agglomeration interval.It is urgent to establish a set of index system which is convenient for base self-evaluation to provide basic guarantee for the rapid and sustainable development of the base.Based on the present situation of the development and assessment of the industrial design demonstration base in Zhejiang Province,this paper summarizes and analyzes the existing problems in the process of the development and assessment of the base,and draws lessons from the experience of the assessment of the industrial park at home andabroad.Through the scientific research on the evaluation index by using the factor analysis method,this paper concludes that the influencing factors of the development of the industrial design demonstration base include the design driving force,the innovation and development ability,the growth ability,the service ability,the patent acquisition and the opening level.Then establish the final characteristic industrial design demonstration base comprehensive ability evaluation index system.At the same time,taking the comprehensive service ability of 17 industrial design bases in Zhejiang Province as an example,this paper evaluates the development level of industrial design bases in Zhejiang Province from 2015 to 2017.And put forward the specific industrial planning direction and related policy recommendations for the next stage of industrial design base development.The industrial design demonstration base in Zhejiang Province is in the early stage of development,all systems are not perfect,and they are in a state of groping forward.The evaluation system established in this paper can provide practical evaluation suggestions for the construction and development of industrial design base at present,and thus help the government to manage and standardize the industrial design base to provide a scientific theoretical and practical basis.
