Policy Assessment Research On "Zhejiang Provincial Plan Of Action For Establishing A National Clean Energy Demonstration Province"

At present,the resources of Zhejiang energy industry are single,overcapacity,poor renewable energy and small transformation space,and so on.At the same time,along with the coal-fired power generation and the environment pollution problem caused by the wide supply of small heat generating units,the energy industry must accelerate the pace of reform and transformation.Faced with the dual contradiction between energy and environment,Zhejiang Province proposed to develop clean energy vigorously,and put forward "Zhejiang provincial to set up a national clean energy demonstration province action plan".The policy has been implemented for two years and the policy time limit for the end of 2017,as set out in the action plan,has been reached.This article from the academic standard inductive thinking,combined with the energy industry characteristics and development demands,considering the effect of efficiency--fairness--response evaluation criteria,"To create a national clean energy demonstration province action plan in Zhejiang province " policy major target results with actual operation parameters can meet the expected policy whether to achieve the emission reduction policy,the main control objective;clean energy between target need to invest in the implementation process and the final cost of environmental and economic benefits of the proportion of clean energy policy;comprehensive reform in the implementation process of the society,all the major parties to a fair degree cost and public policy implementation;the validity of the response to the main needs of the public,whether to meet the policy object interests four aspects Comprehensive assessment.Through evaluation,the results show that the policy implementation effect of "Zhejiang province’s national clean energy demonstration province action plan" is better,and all the control indicators are fully completed.The fairness and responsiveness of policies are basically satisfied,giving consideration to all sides.But at the same time,the results also show that the policy has a great effort in the policy implementation cost,and the policy economy needs to be further promoted.Therefore,this article puts forward the proposal to the next phase of clean energy development in Zhejiang Province,suggested that the government can promote the development of clean energy in the "four three" strategy;to promote clean energy development in the performance appraisal system;promote the development of clean energy to market-oriented reform;to build a smart energy demonstration area "to promote clean energy the development of policy suggestions to further promote the development of clean energy in Zhejiang Province,and provides reference for other provinces in China.
