CACC is a newly established cargo airline,officially registered on July 3,2015,the same year on December 29,2015 got theestablish permit of China Civil Aviation Administration,and the construction period is two years.(Due to the particularity of the airline industry,the airline must obtain the permit to start introducing aircraft,and recruiting enough professional talent,and other preparatory work).The company is still in the preparatory stage.It plans to introduce two 757 aircraft this year.At this stage the company's important task is to recruit talent cooperate with the company's aircraft introducing plans.But the company has not yet made human resources planning,so the human resource planning is very necessary and urgent.In this paper,through the analysis of the internal and external environment,talent demand and talent supply of the company,and then do research about the recruitmentand maintains of the company's talent team.Thiscan guide the company to effectively implement the human resources construction planning program.After the study,it shows that the main problem of current human resources of the company is the rapid access to industry professionals.Because of lack of overall planning,the recruitment just like fire rescue,and the talent incentives,training and development mechanism has not yet established.It also lead to new employees lack of confidence in the company and other issues,unreasonable talent structure and the core talent and key positions talent shortage.The proportion of the initial training talents is relatively large and lack of mature talent.Organization and the responsibility is not clear,especially the internal management level is unclear.The main reasons for the problem are three points: aviation type enterprise talent competition is fierce,structural supply and demand imbalance;the reserve personnel is not sufficientbecause the enterprise is newly established;talent incentive policy is insufficient.This paper puts forward the safeguard measures of human resource planning,including: organizational guarantee,establish a special leadership team to ensure the introduction of talents;talent selection mechanism,establishment of scientific and rational selection and evaluation criteria for selection of talents;talent development promotion mechanism,compensation incentive and career path promotion mechanism;redundant personnel elimination mechanism.The research of this thesis is helpful to help the company to establish a scientific and rational human resource planning program,which can be used as reference for how to improve the effectiveness and foresight of human resource management and how to formulate the human resource planning which matches the company strategy.
