Research On The Risk Management And Control Of Airport Apron For Domestic Public Air Transport

The ground handling service of airport apron is an important and basic link in the process of public air transport.It occupies the mainstay of process chain for air transport and is an indispensable and insurmountable link and process in public air transport.In the whole service chain of air transport,it plays an important part.However,because of the long operation chain,the large number of service agent and links,the narrow operation area and other factors,it is the place with high incidence of unsafe events.Strengthening the safety management of the airport apron,preventing and controlling the risk of operation in the airport apron,reducing the occurrence of the accident of the airport apron and improving the effectiveness of the whole safety management chain have become the key points to improve the safety management level of the public air transportation.In this thesis,the following research and analysis is designed based on the study of ground handling service about airport apron for the public air transport in China.Through the analysis of system and work,the link and process of grond handling service in airport apron can be carefully combed and subdivided;Combined with the characteristics of operation in airport apron,the operational risks of airport apron are summarized.On this basis,based on the data of unsafe events that occurred in the ground handling service of airport apron from January 2008 to July 2018 in public air transport of China,the causes and regularity of the incident occurred are found out by using statistical analysis method.At the same time,a typical unsafe event related to the ground handling service of airport apron is analyzed by using the the trajectory cross-accident model in order to find out the risk factors of the event.By inviting senior experts in the area of aviation(including the safety-related managers of the Civil Aviation Regional Supervisory Bureau of the government,the safety managers of airlines,and the safety-related managers of airort),using their professional knowledge and rich experience in safety management,we can find out the risk factors of unsafe events in airport apron from human,machine,environment and management.By questionnaires,the experts and the front-line supervisor or managers are invited to rank and grade the risk factors together,and propose the control measures for the top-ranked risk factors.Finally,by using the Principal Component Analysis method,we input the 22 key risk factors in 7 aspects affecting the operation of the airport apron.Next,according to the different roles(including government supervision department,divided into local government regulatory department and the civil aviation administration;the main operating conmany,divided into airlines,the ground handling agents and airport management company),by applying the ideas and methods of system safety management,we can analyze the risks of operation,coordination and management for airport apron among different subjects,and fully and systematically explore the methods and measures for promoting the safe operation of airport apron and establish the systematic research on improving the effectiveness of airport apron safety management.From the key factors,according to the different responsibility organization(including government supervision department,divided into local government regulatory department and the civil aviation administration;the main operating conmany,divided into airlines,the ground handling agents and airport management company),37 risk management and control measures are formulated to improve the management level in the public air transport apron.Based on the administrative and surpervised roles of government departments,measures have been formulated to increase the preference of industry policy support,introduce legal liability mechanism,improve construction of the civil aviation rules and regulations.Based on the role of operating enterprises,improvement measures have been formulated respectively from the perspectives of human,machine,environment and management,and coordinated promotion measures are formulated from the perspective of strengthening coordination and coherence among the operating enterprises.
