With the reform of basic construction project of China’s investment system, investment risk by the state take full tilt gradually to the construction unit commitment risk direction. Development organization are facing a large amount of investment, long construction period, the peak period of repayment long risks, often neglected to avoid these risk factors. Especially in port construction projects, construction began from the decision-making stage, design stage, construction stage and to the completion acceptance stage, its complexity is much greater than that of other types of construction projects. For example, the project phase, need for shipping, marine department, earthquake, water conservancy, maritime, safety, environmental protection, energy saving and other industry administrative to this project professional reply, finally by the development and Reform Commission, the project approval or approval. The project phase has the complicated formalities. Furthermore, the port construction project put into production after the operation, the affected port and route, mode of operation, the global economic situation is large, there are many uncertain factors of risk. Therefore, the analysis, exploration and research of construction project risk and effectively control is a very important and meaningful topic.This paper is divided into seven chapters. The introduction chapter introduces the background and significance of the research, and combined with the history and current status of research on risk management of engineering construction at home and abroad, the research content and the research methods of this paper. The first chapter introduces the concept and characteristics of port construction project risk management. The second chapter introduces the project overview the transport wharf and breakwater project for Daqin Island Changdao County, including the port facility, port throughput forecasting of port production management condition, and type prediction, and briefly discusses the background, necessity of construction project scale and the construction of this project. The third chapter is risk identification risk factors on the transport wharf and breakwater project for Daqin Island Changdao County from the system and phase angle. The project risk is divided into natural risk, market risk, technology risk, financing risk and other eight risk factors and design, construction, operation of the three stage. The fourth chapter according to the characteristics of land island transport marina project, followed by eight risk factors were analyzed, Through the evaluation of qualitative comparison, quantitative, qualitative and quantitative methods, the final selection of the comprehensive evaluation of brainstorming method and fuzzy theory and AHP method, to evaluate all kinds of risk factors, the risk degree the project in the low state of the conclusion. The fifth chapter introduces the basic method of construction project risk, put forward risk prevention and control measures, and carried on the. The last chapter describes the research results of this paper, explains the research theoretical and practical value, provides the material for the future work and learning. And points out the shortcomings, pointed out the direction for further research.
