Study Of Ship Oil Spill Risks And Optimization Configuration Of Emergency Response Resources In Dalian Harbour District

With the increase of sea traffic flow,traffic density of large ships(including oil tankers)and the cargo throughput of Dalian harbour district,the risk of ship pollution accident in the sea area of Dalian harbour district has been rising rapidly in recent years.The risk of maritime traffic accidents and pollution consequences is further increased in the area where regulations are weak or even not involved.The oil spill reponse resources in Dalian harbour district is shown in this paper.After reading a lot of documents,we quantitatively analyze the historical data of ship pollution accident in the sea area of the Dalian harbour district and the historical data of AIS(Automatic Identification System)traffic flow of ships in Dalian harbour district.First three-dimensional spill oil model is created based on the POM(Princetion Ocean Model).Different typical locations are chosen in Dalian harbour area.The area and direction of oil spill drift diffusion in different season are simulated by the model.Then the GIS(Geographic Information System)is used to get a conclusion about the high risk area based on the analysis of source item combined with the analytic hierarchy process and the theory of risk analysis.The high risk area of ship pollution accident in the Dalian harbour district is shown in the paper.Supported by the data of risk assessment,the problems of types and quantities of oil reponse equipment in Dalian harbour district are mentioned in this paper.According to this,reasonable distribution of oil reponse accident reponse equipment can be given towards the Dalian harbour district including the location of the Oil spill emergency equipment library the types and quantities of oil reponse equipment.Finally the result of the optimization configuration is verified by the benefit formula.The configuration result is supported technically to the companies in Dalian harbour district and maritime department when the officers are making decisions.It also provides the reference to other domestic harours about the optimization configuration of oil spill emergency response resources.
