Dalian Xin'gang is one of the most important crude oil import and export docks, it may become the biggest crude oil transferring center of China with the futural 300-thousand-tonnage crude oil dock and some berths for oil product and liquefied chemicals. It has become the most important to insure transportation safety and protect environment around. Risk assessment for oil tanks in the sea area of Dalian Xin'gang is imminent. Preventing accidents of oil spill is better than making emergency response after accidents has happened.Therefore, this paper is making general assessment of tanker's oil spill in the sea area of Dalian Xin'gang. Based on the survey of the spot, we consider main risk factors, recognize and analyze risk of tanker's oil spill, found practicably evaluation factor system and evaluation model, and make comprehensive evaluation. It has the following features: Fistly, divide risk assessment of tanker's oil spill into probability assessment and accident threaten degree assessment;Secondly, combine this two parts to make general assessment;Thirdly, according to the assessment results from feedback, bring forward preventing and management measures for single factor in factor system;Fourthly, bring forward preventing and emergency methods, and give proper suggestions which can do benefit to risk preventing and safety management.A software system on general risk assessment of tanker's oil spill in the sea area of Dalian Xin'gang is developed with VB6.0. It can be used to make general oil spill risk assessment at once. If the answer shows safety, natural pass in and out process should be performed;if unsafety, according to the main risk factors feedback, suggestions of preventing accidents can be supplied to habor administration and maritime department.
