With the vigorous development of the shipping market in the Ganjiang River,the demand for oil increases dramatically and the number of tankers rises day by day,coupled with the deepening of the scale of the ships,the navigation environment in the Ganjiang River Basin has become more complicated.This series of factors will lead to the frequent occurrence of oil spill accidents on ships in the Ganjiang River,which will bring adverse effects on the ecological environment,social economy and human health.The oil spill accident in the Ganjiang River Basin has become a serious problem that restricts the sustainable development of the Changjiang River economic belt.In this paper,the ship oil spill accident in the middle and lower reaches of Ganjiang River is selected as the main research object,and the risk of ship oil spill in the middle and lower reaches of Ganjiang River is studied.Firstly,the basic characteristics of oil spill from ships in the middle and lower reaches of the Ganjiang River are introduced,including the river channel characteristics,meteorological and hydrological characteristics,the development status of shipping and oil spill accidents.Four primary risk factors,namely,crew factor,ship condition factor,meteorological factor and hydrological factor,were selected.Ten secondary risk sub-elements,namely,crew maneuvering level,degree of enforcement of regulations,ship type,tonnage,ship age,wind,precipitation,fog,water condition and tidal current,were selected.The two methods are used to evaluate the risk of oil spill from ships in the middle and lower reaches of Ganjiang River.Through comparison,the ANP method pays close attention to the correlation among the internal indexes of all levels of elements,and accurately reflects the internal relations between things.This makes the result of element sequencing obtained by ANP method more suitable to the actual situation of risk management of ship oil spill in the middle and lower reaches of Ganjiang River.In the actual risk assessment work,we can play an advantage,more practical,efficient and reasonable.According to the results of risk assessment,the corresponding risk control measures are put forward.Firstly,the contents and methods of risk control are studied,and then four specific risk control methods are put forward.They are to educate and train the crew,to ensure the coordination of ship management,to control quality of ship construction and to strengthen the safety supervision of the competent authorities.To prevent and control the risk of oil spill from ships in the middle and lower reaches of the Ganjiang River,in order to avoid or mitigate the harm caused by oil spill accidents.Through in-depth analysis and Research on risk management of ship oil spill in the middle and lower reaches of Ganjiang River,this paper establishes a set of risk management system and risk control strategy suitable for ship oil spill in the middle and lower reaches of Ganjiang River.It provides a scientific and reasonable direction and method for risk management and risk control of oil spill in the middle and lower reaches of Ganjiang River.It provides a reliable guarantee for the safe navigation of ships in the middle and lower reaches of Ganjiang River.It has a very strong practical significance and provides a very important reference value for the risk management work in related fields.
