With a total handling capacity of 347 million tons, the total number of the in-and-out port ship reached 678000 in year 2014, Zhoushan Port, has divided into 5 different function areas:oil transit base mainly located in Aoshan and Cezi island; iron ore transit base mainly located in Sijiao harbor region, Majishanan and Lvhua relieving platform;coal transit base and coal and distribution base mainly located in Liuheng harbour region;the import grain transit and processing base mainly located in laotangshan harbour region; chemicals transit base mainly located in Maao harbour region. With the increasing cargo throughput of Zhoushan port, the threat of Area’s accidental oil spill is strengthen.In order to make a better analysis of oil spill risk characteristic, and make a more comprehensive risk assessment for oil spill of Zhoushan Port, this paper introduces the concept of harbor region, which is taken to define the evaluation scope of the project to clear that the service object of risk assessment and the core issues need to solve. Harbor region, usually refers to the port area within the scope of the jurisdictionConsisting of harbor district water area and harbor district land area. According to differences of functional localization and feature of Zhoushan port area, and referring to Zhoushan harbor region shipping lane and anchorage special planning(editing and revision),Paper divided the Zhoushan harbor region into Northern, Central, West, South four regions. On this account, we can predict the risk possibility of the cargo oil spill accident in the harbor region differently.This paper put an emphasize on the analysis of the four Risk factors that including The port environment, ship(cargo),crews, management in zhoushan port, which would affect the oil spill accident. And Based on the analytic hierarchy process (AHP) constructed the Risk evaluation system table about oil spill of zhoushan port, extracting each weight of the characteristic risk factors about zhoushan port.Meanwhile, with the aid of the fuzzy comprehensive evaluation theory, choosing some representative ship from every harbor region as sample to make qualitative assessment about the Risk of accidental oil spill for each port ship, and identifying the main risk source and the Port of higher risk domain. The Accurate appraisal report will guide the Social parties to make more scientific scheme or plan, to make more reasonable arrangement of prevention and control power, to make the prevention and control work ahead of time, which would provide the basis for oil spill emergency ability construction plans of the zhoushan port. Finally, from the lower risk probability (monitoring in advance) and reduce the accident consequences (emergency afterwards) two parts, it puts forward the targeted countermeasures of reducing the risk of Zhoushan port of oil spill...
