The Ship Oil Spill Risk Assessment Of Qingdao Port Based On Fomal Safety Assessment

In recent years, with the rapid development of national economy, the growing prosperity of maritime transport, but at the same time, the frequent occurrence of oil spills from ships at sea caused a huge economic and environmental losses, and therefore the risk of oil spill pollution of the marine environment for qualitative or quantitative analysis assessment and risk management research increasingly important for optimizing the port is equipped with emergency equipment, emergency equipment library site, improve emergency response capabilities port minimize pollution damage has important theoretical and practical value.In this paper, Qingdao Port ship oil spill risk as the research object, the author consult a large number of documents and consultants, through the port of natural, economic and environmentally sensitive resources, channel, anchorage and oil spill occurred in recent years analysis, the Qingdao Port oil spill risk sources are screened and discriminated. The four main factors affecting oil spill (technical/engineering factors, management factors, human factors, and environmental factors) and their respective index system are identified, The Qingdao port risk assessment values are calculated by Analytic Hierarchy Process (AHP), and the calculation results show that there is a high level of Qingdao Port oil spill risk. The Qingdao Port Main Channel, the sea anchorage and Huangdao oil terminals are to focus on prevention area, the tankers and large non-tankers are to focus on prevention ships. For this risks, the author analyze oil track by use Oilmap model in simulate different wave case. Simulation results show that:the nearby sensitive resources are threated after oil spill occurred six hours, part of the oil will land Qingdao coastline after 13 hours, the amount of oil attached to the shoreline will increase with time.Finally, the oil spill response equipment plan and how to improve the oil spill response capability advice are given by the author based on acceptable risk levels of Qingdao Port oil spill and the equipment which have been equipped for port authorities reference.
