How to harmonize planning and market is the eternal subject of urban planning. Especially in current period, facing the social and economic transformation and the gradually mature market, The real industry is the strong support of urban economy at this stage, but planning of rigid constraints doesn’t match with the development of industry zones in changing market environment. So it’s important to reexamine the relationship between planning and market and probe into reform of planning to provide better development environment. This article summarizes domestic research on industrial land planning and management,and mainly focus on analysis of the Simplified Planning Zones (SPZs) in Britain and reform path of zoning regulations in US, perceiving the regulating nature of different planning systems and learning the reform experience of adapting market in different planning systems to find out reform breakthrough.The paper is based on domestic planning system and the actual situation of city industry transformation and upgrading in Hangzhou, explores the reform in domestic urban industrial land planning to adapt to the market based on the experience of setting up industry function zones, integrating planning systems and formulating development guideline. Through the reform thought of "general type+case type", combined with the establishment of access to exit mechanism and the land evaluation mechanism, elaborates the guide about the function transformation, land property transformation, land index adjustment, introduces the consultation system to meet the requirements of the change of the market, puts forward the strategies of planning formulating and management for Industrial Development Unit system.
