| With the highway moving forward constantly, it not only acts as an important symbol of modern transportation, but also promotes the modernization of our country, at the same time it always improves the country’s industrial layout too. Needless to say, traffic development, especially the improvement and expansion of the highway, is driving the economic development, our China’s major industrial layout is carried along the traffic line, and as the major transport thoroughfare, highway is duty-bound to play an absolutely vital role. But in recent years, the present situation of the highway is worrying, especially in terms of conservation and management it’s far from achieving the requirements, partly because the company’s management has a negative attitude, on the other hand the conservation and management model is lagging behind. So the urgent need is to introduce a new model which suits with the market needs, improving the current situation.Conservation and management is focused on Evaluation of results, this research selected Data Envelopment Analysis to evaluate the effect from numerous of methods, while a number of highway were selected under different maintenance management models as the research object, according to the usual six Evaluation Index in Fujian Province which were used to evaluate the highway, all the above were brought into the DEA method and aided with the software of DEAP2.1to calculate the value of C2R which was applied to evaluate the Pros and cons of the three modes, and conclusion was that the model of Semi-Market-oriented is better than other models.As the Semi-Market-oriented leader in Fujian Province, the Lushun Highway maintenance management company plays an important role in the development of the Fujian’conservation management, so it’s selected as the empirical analysis object. Beginning from highway maintenance and management system, focusing on the changing in mode and maintenance management framework, combining with practical work experience, and targeted for the Lushun highway problems and future needs, it summarizes up the advantages and features of semi-market-oriented model which is adopted by Lushun highway, exploring an effective management model for the gradual transition to a fully market-oriented. Finally certainty is given to semi-market-oriented model in Fujian province, combining with work experience, a number of operational recommendations in the socialist market economic system are proposed, and hoping for that it can provide some guidance and reference for the highway construction, maintenance, management and operating system. |
