Urban underground utility tunnel is an important infrastructure to meet the needs of national development and urban construction.It is also a comprehensive carrier of modern,intensive and integrated urban energy transportation.It plays an important role in ensuring the basic functions of urban operation,improving the urban environment and spatial layout,and improving the comfort of urban residents.Urban underground utility tunnel contains a large number of municipal pipelines and various ancillary facilities,and the constitution of utility tunnel system is huge and complex.There are various security risks in the process of utility tunnel operation and maintenance,and there are many factors influencing the various security risks.Its operation and maintenance safety is an important issue in the normal operation of future cities.In this paper,aiming at the potential security risks in the operation and maintenance of utility tunnel,in order to ensure its safe operation and maintenance,its risk identification,assessment and control are studied,and a safety risk management system for the operation and maintenance of urban underground utility tunnel is formed.Firstly,the potential safety risk categories,characteristics and types of potential security risks accidents in the operation and maintenance process of the utility tunnel were analyzed.The potential security risk in the operation and maintenance process of the utility tunnel was decomposed by using WBS-RBS method.By establishing the WBS-RBS risk coupling matrix of the utility tunnel,the security risk identification list was formed.Secondly,the security risk assessment model of utility tunnel operation and maintenance based on Bayesian network was constructed by learning the structure and parameters of the risk factor data set,and the conditional probability distribution among the nodes in the network was determined.Based on the inference ability of Bayesian network,reverse inference analysis,sensitivity analysis and maximum causal chain analysis were carried out,and the key risk factors,sensitivity factors and key paths affecting the security risk of utility tunnel operation and maintenance were obtained.Thirdly,combined with an example of the operation and maintenance of a utility tunnel,the method of this paper was used to identify and evaluate the operation and maintenance safety risk of the utility tunnel,the evaluation results were basically consistent with the actual security risk operation and maintenance of a utility tunnel,and the validity of the Bayesian network risk assessment model was verified.Finally,according to the results of risk identification and assessment of the utility tunnel operation and maintenance and the current situation of its operation and maintenance management,a safety risk control recommendation for utility tunnel operation and maintenance was proposed.At the same time,the risk control measures of fire,pipeline explosion,flood and structural damage were put forward.A utility tunnel operation and maintenance security system was established,and six modules were proposed for the safety prevention and emergency management,including disaster prevention system,monitoring and forecasting system,prevention and training system,emergency rescue system,disasterrecovery system and emergency material support system,which provided theoretical reference for the establishment of the entity system.
