Evaluation Model Construction And Planning Research Of Rural Complex Based On Core Competence

The Rural Complex is a new development pattern of comprehensive rural development with modern agriculture as the carrier,taking the characteristic advantage industry as the core,linkage of the integration and sustainable development of the three industries.Currently,The Rural Complex is in the primary stage of development,and there are many problems in its planning and construction process.Therefore,relevant evaluation methods are required to guide the development of The Rural Complex.Based on the enterprise cluster theory,The Core Competence is the key to the sustainable construction and planning of The Rural Complex,and the evaluation system provides a basis for the comprehensive evaluation of the standard of sustainable development of The Rural Complex.So in this paper,using the analytic hierarchy process(ahp),Delphi method and fuzzy evaluation method,based on the "GEMG" model of The Core Competence,to build The Rural Complex core Competence evaluation index system and calculate the weight,come up with Core Competence,the foundation of the Internal Basis,External Support as the Core elements of theory framework,integrated construct CBS evaluation model,estimate the evaluation standard of quantification natural marks.At last,taking Chengfeng county of Jinhua city as an example,the author makes a quantitative evaluation and The Rural Complex planning and design.The main research results are as follows:(1)the paper is based on the theoretical research on The Rural Complex and the enterprise cluster and its core competence,related theory research "GEM" model is improved based on competitiveness,and put forward new dimension of "G" government "GEMG" model of index of the auxiliary building contains 6 primary indexes,23 secondary indexes,three-level index of 45 rural complex core Competence evaluation index system,index weight calculation,and CBS core elements theory framework is put forward.(2)the CBS evaluation model is constructed by combining the theoretical framework(theory)with the weight table of the index system(practice),and meanwhile,quantify the CBS evaluation model.The fuzzy evaluation method is used to establish the scoring evaluation standard,provide a quantitative evaluation and comparison approach for The Rural Complex.(3)the CBS evaluation model was used to conduct a quantitative evaluation of Chengfeng county,Pujiang country,Jinhua city,and the total score of core competence evaluation of The Rural Complex was 70.02 points(full score of 100)with 20 appropriate matching indexes.It shows that the country has good conditions,high core competence,great competitive advantages and the value of comprehensive rural development.(4)based on quantitative evaluation and analysis,put forward suggestions and countermeasures for the planning and design of the rural complex of Chengfeng county.The theme ideas of "flower and flower derivative" and the positioning of special agriculture-tourism industry are proposed.The overall layout of "two axes,one panorama,and four scenes" is adapted to carry out the overall planning from the aspects of landscape construction,tourism planning,business form implantation,basic planning and other aspects,and the zoning design of each scene layer is carried out.
