Transportation is an important service industry,and highway construction is of great significance.With the sustained development of China's economy and the continuous advancement of infrastructure construction,the total investment in highway construction in China is also showing an increasing trend.According to the "Thirteenth Five-Year Plan for the Development of Modern Integrated Transportation System",the investment in transportation fixed assets will maintain a moderate growth rate and sustained development,of which the highway will increase by about 420,000 km.As a quasi-public product category,the government is duty-bound to produce and supply such products,but in practice,it is impossible to meet the needs of production and supply by relying solely on the government's strength.PPP model will introduce a large amount of social capital into China and invest it with the help of social capital,which is no longer restricted by the financial scale of local governments.Although this model is conducive to resolving the investment and financing difficulties of local governments and accelerating the process of urbanization,neither party can bear the consequences of risks alone,and we should clearly recognize the risks and failure cases.Meet the eye everywhere.Therefore,the risk management of traffic highway project is particularly important.Systematic research on the risk and response of traffic highway project under PPP mode is an important guarantee for the smooth implementation of the project and has practical significance.Firstly,this paper expounds the related theories of domestic and foreign research status,PPP mode,public goods,risk management,etc.It carries out risk analysis of PPP mode in highway engineering.Combined with the analysis of risk division of the whole life cycle of PPP mode traffic engineering project,it summarizes the main influencing factors of PPP mode highway engineering project,and establishes evaluation index by using AHP and fuzzy evaluation method.Standard system.Secondly,according to the 611 provincial highway construction project as an example,analyzed and research using PPP mode risk situation,according to the project life cycle to identify existing S611 risk factors,on the basis of the analytic hierarchy process(ahp)to determine weights,on the basis of the value based on the fuzzy comprehensive evaluation to determine risk,construct the PPP mode in S611 project risk evaluation system,to find more key factors,put forward the corresponding countermeasures and Suggestions according to different factors.Finally,through empirical analysis,it is proved that the model has certain practicability and application value,and points out the inadequacy of this study and the direction of future efforts.
