Research On Risk Management Of Transportation Infrastructure PPP Projects

As a market-oriented public product provision mechanism,the PPP model is an important tool to implement the decisive role of the market in the allocation of resources and better play the role of the government in the field of public products.The combination of private capital,technology,etc.effectively improves the quality and efficiency of public goods.However,the large amount of investment in PPP projects,the long construction and operation cycle,and the involvement of multi-stakeholders such as government departments,private capital and consulting service agencies,are likely to cause many risks such as broken capital chains and increased costs in PPP projects,leading to PPP model projects Failure to achieve the desired results ultimately damages the interests of the government,private capital,and other participants.In recent years,during the critical period when the country continuously attaches importance to the development of the PPP model,in order to ensure the smooth implementation of PPP projects,managing the risks in the project has become the key to the development of the PPP model.Based on the relevant theoretical research,this paper analyzes the actual case of the PPP project of the Third Ring Road Project in Hohhot City,identifies the risk factors in the whole life cycle of the PPP project,establishes a risk evaluation index system,and builds it using a fuzzy comprehensive evaluation method.A risk assessment model suitable for the project,and the identified risk factors are evaluated according to domain expert questionnaires,indicator evaluation matrix,etc.,and finally it is concluded that the higher risks in the project are operation risk,legal and policy risk,and There are three risk factors,so we need to focus on preventing these three risks during the project implementation process.Finally,according to the evaluation results of the evaluation model,we propose corresponding solutions to the risks in the project.
