| Municipal engineering is an important part of infrastructure construction in our country.It has the characteristics of many operational points and dispersion,cross operations,numerous pipelines,tight construction period,and frequent changes in policies.In recent years,China’s annual net urbanization growth rate and the total urban population have long ranked first in the world.In the coming period,as China enters a moderately prosperous society in an all-round way,construction of municipal projects will continue to accelerate,and local financial pressure and debt burden will also face greater challenges.Therefore,the state has proposed to actively introduce a PPP model to solve capital pressure in the field of construction.The H municipal project is a municipal project built in the PPP model in Zhengzhou City,Henan Province.The project has a large scale of investment,a long construction period,and many participants.There are various risks in actual operation.In order to improve the level of risk management of the general contractor,promote the effective implementation of the project and improve the economic efficiency,the paper will study the risk management of the H municipal engineering project based on the perspective of the general contractor.Through the research on risk management of municipal engineering in PPP mode,this paper solves three key problems of risk identification,risk evaluation and risk response in risk management of general contractor ZT company in PPP mode H municipal engineering.Firstly,this paper discusses the research results of PPP project risk management at home and abroad and compares various commonly used methods.According to the characteristics and principles of PPP model,it determines the risk identification and risk evaluation methods of H municipal engineering.Second,under the condition of the PPP mode H municipal engineering and project risk characteristics,using literature study on H municipal projects may face the risk factors for the preliminary identification,then using the Delphi method to project risk factors in the identification and confirmation again,and the use of WBS RBS method to build the PPP mode H municipal engineering general contractor project risk breakdown structure,and finally determine the political risk,financial risk,construction risk,management risk,risk and other risks of the government offer 6 groups of 18 and subdivided risk;Thirdly,AHP method and grey evaluation method are used comprehensively to evaluate project risk factors.Finally,based on the results of risk assessment and the allocation of resources of H municipal engineering project,specific measures to deal with various risk factors are studied and formulated,so as to provide help for the smooth progress of the project. |
