Study On Visa Management Of General Contractor Of Municipal Infrastructure EPC Project

With the rapid development of national economy and urbanization construction,the municipal infrastructure projects closely related to the quality of life of citizens have attracted more and more attention.EPC(engineering procurement construction)is widely used in the construction of municipal infrastructure projects,but it is difficult for the general contractor to achieve the management objectives because of its wide range and complex construction environment;At the same time,there are many uncertainties in the construction process,which pose a severe test to the visa related cost management of the general contractor.The cost of the general contractor is out of control due to the poor visa management.In particular,the general contractor’s visa management of the subcontractors generally has some problems,such as the lack of management methods and countermeasures,the lax implementation of management system,the poor management process,and the lack of management ability.These problems eventually lead to the failure of the general contractor’s visa management,Even cause project loss.Therefore,it is particularly important to study the visa management of EPC project general contractor.Firstly,through the relevant theory and literature analysis,the paper forms the theoretical basis of visa management,and studies the main reasons and influencing factors of visa management according to the literature;Secondly,according to the leachate treatment project visa cases,the qualitative and quantitative analysis is combined to study the visa reasons and influencing factors according to the visa category,responsible party and occurrence time;Then,through questionnaire survey,it is concluded that the important influencing factors of visa management are design,contract,on-site management personnel of general contractor and construction stage management factors.Aiming at the important influencing factors of visa management,the paper puts forward the management countermeasures of design factors from the aspects of design standardization,quota design,change management and BIM management;Put forward the relevant management countermeasures of contract factors from the aspects of subcontract bidding,contract review,etc;From the aspects of personnel allocation,organization setting,management authority and visa validity,this paper puts forward the management countermeasures related to the personnel factors of the general contractor;From the construction organization approval,the use of value engineering management and other aspects,put forward the construction stage management countermeasures;It also puts forward the contents and means related to the whole process of visa management in terms of general contract bidding,procurement management and completion settlement.The above management countermeasures constitute the theoretical principles of the pre visa,process and follow-up management of EPC general contractor,and form an effective way to solve the visa management.The paper also takes two leachate treatment projects as examples,makes empirical analysis on the visa matters of each project,evaluates and compares the visa management effect of the two projects,and verifies the application effect and promotion value of the visa management countermeasures of the general contractor of municipal infrastructure EPC project.
