Risk Identification And Control Research Of The Water Project Government-trust Assembled Fund In A Region

In November 2008,the state promulgated the "four trillion investment plan" to deal with the impact of the global financial turmoil.Since then,the government financing platform business has risen.The government takes advantage of urban construction investment companies,urban development and other curves to collect large scale construction funds from banks,bond markets,trusts and other financial institutions.Political trust ensemble trust solves the problem of fund demand of government construction,and for trust companies,infrastructure trust based on political trust cooperation is also a driving force to support the rapid development of trust industry.But at present,trust and cooperation trust projects also encounter bottlenecks of development.The scale of trust and trust cooperation projects has been reduced,but trust companies will still participate in such cooperation based on the demand for future financing.Based on actual cases,this paper analyzes the current risk evaluation and control of trust fund investment platform project,hoping to provide some suggestions for future development of political trust cooperation.This paper first expounds the research status of the trust collection trust at home and abroad,and applies the valuable theories and methods to the case study.Then,the related concepts and development status of urban infrastructure construction and political trust in China are sorted out,and the main cooperation modes of the trust trust project are introduced.On this basis,combined with the theory of risk management,according to the specific circumstances of the case,from the macro risk,counter party risk,operational risk,trust risk management and operational risk of the five aspects of the case trust project risk identification,risk identification list is constructed,and using a questionnaire survey carried out in the form of expert seminar quantitative risk assessment rating of each risk factor.After that,the corresponding risk control measures are put forward to the risk factors of higher risk rating,which can be used for reference for the development of such trust projects.Finally,in view of the bottleneck of the development of the trust trust,from the two angles of the government and the trust institutions,we put forward the countermeasures and suggestions for the optimization of the trust project.
