With the rapid development of urbanization,there are more and more motor vehicles on the road,which leads to traffic jams become more and more seriously.At the same time,serious problems such as noise,air pollution and residents' health are caused.However,car-free planning is the fundamental way to solve these problems.This paper conducts the car-free planning in Harbin Daoli District started from the problems of environment pollution,traffic jam and the decline of residents' life safety index caused by automobile traffic,based the principle of people-oriented,low-carbon transportation and sustainable development,combined with correlated studies both at home and abroad.In the process of planning,the walk score method is used to plan daily service facilities system,and with the coordinated planning of slow traffic system,public transport system,static traffic system and traffic transfer system to reduce the proportion of motor vehicles trips,reduce the urban environmental pollution,create a safe environment for slow traffic,improve residents' health and the quality of life,and ultimately achieve the sustainable development of urban transport.First of all,through the literature review,induction and deduction and other methods to combine out the related concepts,elements and content of car-free planning and walk score,to sort out the deficiencies of car-free planning and walk score' application in our country.Through the analysis of typical cases of car-free planning,and summarize the contents,methods and the related planning measures of car-free planning which we can borrow.Then,conduct field surveys and questionnaire surveys on the current traffic conditions and daily service facilities in Daoli District,Harbin.The traffic system includes slow traffic system,public traffic system,static traffic system and transfer traffic system,the research contents include the continuity of the slow t raffic system,the reachability of the public transport system,the use of the static transport system,and the convenience of transfer system.As for the layout of daily service facilities system,the daily service facilities are first classified accordin g to the related researches and the actual usage of residents in the area.Then investigate the use status of daily service facilities(including the type of use,frequency of use,use Diversity and pedestrian tolerance time),according to the results of i nvestigation,conducting the weight distribute of service facilities,valuing the diversity and fitting the distance attenuation curve.Then the data acquisition tools are used to crawl the daily service facilities in the area,and calculating the regional walk score to get the regional walk score distribution map.This paper selected Jianguo Park area of Daoli District to conduct car-free planning based on the results of the evaluation of daily service facilities layout and the nature and scale of the land use.Finally,conduct carfree planning based on the results of the planning elements analysis.In the aspect of daily service facilities system,conduct supplementary planning in areas with inadequate daily service facilities based on walk score maps of each kind of facilities.In the transportation system,it mainly manages and optimizes the existing problems of the slow traffic system,the public transportation system,the static traffic system and the transfer transportation system,such as reconstruction of road sections,the addition of bus lanes,the extension of parking lots and design of transfer hubs and so on.This paper aims at achieving the real car-free planning in the planned area by improving the rationality of the layout of daily service facilities and the slow traffic accessibility in the planned area.
