Research On The Power Grid Physical Assets Management Platform Under The Background Of Power Transmission-distribution Pricing Reform

With the new round of electric power system reformation,the profit model of Grid Company has changed from getting difference between selling price and purchase price to the model of permitted cost plus reasonable revenue.However,the permitted cost is based on the effective assets of the grid.Therefore,there are severe challenges of asset management to Grid Company in the future.Firstly,this paper reviews and summarizes the related research literature of domestic and foreign physical asset management,and introduces the features and management process of power physical assets systematically.Secondly,it analyzes the problems encountered in the management of power physical assets and the reasons for them.The core issue of power physical assets management is that there are huge disconnects between different departments or in the same department,and that there are barriers between information systems.Therefore,it is necessary and urgent to establish an information platform that takes equipment and assets into account under company-wide level.Thirdly,based on the core issue,it researches and analyzes the requirements of the information platform starting from the management requirements and the grassroots needs,and constructs recent requirements,medium-term needs and long-term vision,which combines the business needs of departments and data in professional management systems.Finally,based on the recent requirements like equipment asset overview analysis tools and difference analysis tools,the process of designing and developing the physical assets management platform is introduced.The platform implements the following functions:1.By summarizing the number,scale,value and operation situation of the equipment comprehensively,the transmission and distribution equipment account and asserts cards of in PMS2.0 System and ERP System has been analyzed,which improves data consistency,integrity and normative.2.Decommissioning transmission and distribution equipment has been horizontal compared from quantity and value scale between different city-level companies.At the same time,the backup equipment and the equipment which is not reuse more than the deadline are provided exhaustively,which provides reference for transferring equipment in the province.3.The quantity,value and other information of scrapped equipment are counted,especially providing early warning for important scrapped equipment that has notreached expected life and equipment that has failed to complete the scrap process within the allotted time,which provides an effective reference for equipment decommissioning and scrap.4.The residue ratio of scrapped equipment and in-use equipment is compared,which provides a basis for investment strategy of Power Grid construction.After the platform is in operation,users can promptly solve data problem which is positioned,at the same time,effective assets is monitored constantly under company level,which lays the foundation for the verification of the effective assets of the company and guarantees the smooth progress of the reform of the power system.
