After years of practice,China has promoted the opening-up step by step from the south to the north and from the east to the west,forming a new pattern of comprehensive,wide-ranging,multilevel,focused opening-up integrating dot,line and plane in the form of special economic zone – coastal port city – open coastal economic zone – riverside cities,inland cities and border cities.In the past over three decades of opening-up,China has given full play to the advantages of the east coast including convenient transportation and low logistic cost to focus on the development of marine economy.80% of the economic output around the world comes from the region within 500 km from the coast.Coastal region is the junction of the domestic economy and the world economy,and is the intersection of two radiation sectors of external economic and trade activities and internal economic cooperation,which directly influences the development of nationwide reform and opening-up.However,the inland which is far away from the ocean is in a disadvantageous economic position.However,with the development of economic globalization,and the emergence of highway and high speed railway,the trade channel of Eurasia has expanded from the ocean to the land and the industrial layout is also turning to the land gradually.Especially,as the Third Plenary Session of the 18 th Central Committee of the CPC requires the upgradation of opening-up and port coordination and cooperation,the opening-up of the inland will become the greatest potential and motivation for new opening-up in China and is the key to expand the width and depth of open economy.As the regional strategy of emphasizing both the inland and the coast has been confirmed by the government,western inland is no longer the interior remote area instead it has become a key center radiating Central Asia,West Asia,South Asia and Southeast Asia.With the integration of regional development,the professionalization of international division of labor,and the acceleration of international industrial transfer,the competition in the branding of city brands,construction of logistic hubs and development of economic and social development become fiercer and fiercer.Railway has become a way to the outside which is of the lowest cost and highest speed only secondary to aviation.The construction of inland railway ports in west China has received more and more attention.Based on the research of key issues arising from the planning and construction of inland railway ports in west China,this paper mainly analyzed,summarized and designed the method to forecast the demand for railway port,investment and construction mode,and operation mode,which were verified by the plan and construction of Tianfu New Area(Xinjin)railway port.To begin with,the first chapter illustrated the research background of this paper,the raise of the question,research status at home and abroad,and the research line of this paper.The current status of the existing railway ports in China,and the significant meaning of demands for railway ports by objective social and economic environment in the western region and port construction under the national strategies of Belt and Road Initiative,and Westward and Southward Development were centered on and reviewed.The problems faced by the plan and construction of railway ports in the western region and the main factors were proposed,which indicated the direction of the study in this paper.The second chapter summarized the definition and classification of port,analyzed the function of the port,the effect of port economy on the development of regional economy,and the background of the railway ports inland to illustrate the importance of the port.Second,the third chapter mainly discussed the key effect of western railway port on inland railway port from three aspects including functional partition,development path and freight volume forecast for the construction of railway ports in the western region based on the research of cases.Third,based on chapter two and chapter three,chapter four deeply discussed and demonstrated the functional partition,development path,demand forecast,investment and construction mode,operation mode and so on through the construction and decision-making of Tianfu New Area(Xinjin)railway port.It is hoped that the analysis and research in this paper can provide some valuable reference and suggestions for regions which are intending to declare or is declaring railway port project.
