The "One Belt One Road" initiative was proposed by Chinese President Xi Jinping in 2013.This is a new trade route that the international community has called "a new concept of China's diplomacy".High-speed rail is the core product of China's "One Belt One Road" export.It is a symbol of China's technological progress and a brand card of"Made in China".It not only helps solve the problem of overcapacity in the domestic industry,but also helps to meet the booming demand for high speed railway construction in the world.The China's high-speed rail diplomacy is a way that promotes national strategy through high-speed rail output,and is driven by the combination of national foreign policy and domestic economic goals.It is not only a short-term high-speed rail technology export.In the long run,personnel exchanges after the completion of the high-speed rail,economic and trade exchanges,and the maintenance and operation of railway technology and equipment will also enhance the cooperation between countries from the economic,financial,and technological perspectives.The level of culture is extended to the political level.It can be said that China's high-speed rail diplomacy is a new form of deepening bilateral relations and enhancing international influence.Under the guidance of the "One Belt One Road" strategy and the strong propaganda of China's top leaders,China's high-speed rail diplomacy has experienced rapid development.At the same time,there has been some twists and turns in the implementation process.The twists and turns in the advancement of Sino-Thai Railway projects is a typical example of China's high-speed rail diplomacy practice.The Sino-Thai Railway is Thailand's first standard rail high-speed rail,with a total length of 253 kilometers and a design speed of 250 kilometers per hour.For China,it is an important component of the Trans-Asian Railway in the "One Belt One Road" and is also one of the core projects of the Southeast Asian corridor.The Sino-Thai Railway Line links Yunnan,China to Bangkok,Thailand and extends to other countries in Southeast Asia.It is an important part of China's plans to connect Southeast Asian countries and will help increase China's political and economic influence in Southeast Asia.In 2014,China and Thailand signed the Memorandum of Understanding on the Sino-Thai Railway Cooperation and decided to jointly build a 867-km dual-track standard railroad.On December 21,2017,Thai Prime Minister Tony Pao announced that the first standard rail high-speed railway in the history of Thai transport,the first phase of the Sino-Thai railway cooperation project,was officially opened.During three years,Sino-Thai Railway cooperation encountered various bottlenecks and problems,which deeply reflected many challenges that China's high-speed rail diplomacy faced in the construction of "One Belt One Road".Based on this,this article selects Sino-Thai Railway as the research object,analyzes its cooperation background,status quo,significance and development history,discusses the underlying causes of the failure of the Sino-Thai Railway project,and makes relevant recommendations.This article takes the Sino-Thai Railway as a perspective.It has realistic significance for studying China's high-speed rail diplomacy,and provides an analysis direction and thinking path for China's "One Belt One Road" initiative.It can better enriches and improves China's high-speed rail diplomacy theory.
