Research On The Implementation Mechanism Of Rural Planning Guided By Social Governance

In order to implement major national strategies such as the rejuvenation of rural areas,new urbanization,and urban-rural integration,the importance of the preparation and implementation of rural planning has become increasingly prominent.At present,there are still many problems in the implementation of rural planning in China,and a mature and reasonable implementation mechanism for rural planning has not yet been formed.This has led to poor planning effectiveness and it is difficult to better assist rural revitalization and overall development.Therefore,it is of great practical significance to construct a rural planning implementation mechanism that is consistent with the realistic laws of rural development,operability,and reproducibility,and is an urgently needed research topic.First,through the field surveys and in-depth interviews,the original data of the implementation of rural planning and the author's practical experience in the project's participation in the project,on the basis of the case analysis,the emergence stage of the government for the implementation of the main body and the support of the government under the social capital for the implementation of the main Of the implementation of China's rural planning under the two typical modes of implementation,including poor implementation of efficiency,passive participation of the public,struggling industries,and disconnected construction management.Second,combing the evolution trend of rural governance in our country(autonomy of villages—state control—town governance and village governance—diversity co-governance),and analyzing urban-rural differences(land ownership system,social order management and construction management)from the perspective of social governance.Therefore,it is concluded that the root cause of the difficulties in the implementation of rural planning in our country is the lack of understanding and planning of rural areas from the perspective of governance.Finally,from the perspective of social governance,the implementation of the predicament of the implementation of rural planning was rethought:(1)the use of urban-oriented rural planning model;(2)rural villagers' awareness of public participation is weak;(3)top-down government-led;(4)lack of restrictions on the game of interests and lack of guarantee mechanisms.Based on the reasons,it is necessary to introduce social governance in the implementation of rural planning.Based on the above analysis,this paper constructs a mechanism for implementing the rural planning of “combining upper and lower integration + multi-coordinated governance”:(1)clarify the purpose of implementation and divide the implementation steps;(2)create a dynamic mechanism for the innovation of villagers;(3)establish a plurality of Cogovernance of interest coordination mechanism;(4)improve relevant financial and policy incentive mechanisms;(5)establish a long-term implementation of the supervision and management mechanism.
