In the context of today's era,for the enterprise,human resources has become an indispensable resource.The quality of human resources management in an enterprise has become an important criterion to measure whether the enterprise has competitiveness and the potential for long-term development.Human resource management has gradually become the key to determine the success or failure of enterprise and an important means to promote the realization of enterprise strategic goals.On the one hand,reasonable human resource management system can help enterprises to find talent and to motivate and utilize talents effectively through human resource planning and then make talents contribute to the development of enterprises.On the other hand,it can improve the allocation of talents and adjust the structure of human resources,promote the implementation of the macro-strategy of enterprises and ultimately achieve the strategic goals of enterprises.In recent years,with the rapid development of China's economy,while major progress was made in deepening reform of the construction industry,the problem of human resource management is emerging.For construction enterprises,there are many problems in human resource management.For example,the huge number of employees,poor quality of personnel,the mobility of staff,the high turnover rate,and the key posts and key technical personnel in shortage.Enterprises must strengthen the development and management of human resources.Only in this way can enterprises attract and retain talents,improve the competitiveness of enterprises,and maintain sustainable and stable development in the fierce market competition.First of all,this paper summarizes existing theories of human resource management to provide ideas and directions for optimal application of human resource management of the China Railway A Bureau.Secondly,through investigating and studying the organization structure and personnel composition of the China Railway A Bureau,insight into the current situation of enterprise talent recruitment system,staff training system,performance appraisal system,compensation management system and other aspects.Thirdly,know the existing problems of the China Railway A Bureau by means of large-scale on-site interview,questionnaire survey and network survey,and analyze the causes of human resource management system problems,so as to guide the optimization of human resource management system.Finally,according to the problems of human resources management system of the China Railway A Bureau,realize the optimization of human resource management system module design by building the human resources management systems adapted to enterprise development.
