Research On Government Nuclear Safety Supervision Of Q Nuclear Power Plant

With the development of the economy and the advancement of science and technology,China's nuclear industry has demonstrated a rapid development and vigorous vitality.It has been widely applied to the fields of electric power,medicine,agriculture,aerospace,etc.As a clean and low-carbon energy,nuclear power,the most important form of civilian nuclear energy,is highly efficient and environmentally friendly,and able to meet the needs of China's sustainable economic development;At the same time,nuclear power has its own characteristics,and the safety issue has always been attached great concern.Including Sancha Island,Chernobyl and Fukushima accident,have demonstrated the importance of nuclear safety in an extreme way.Nuclear safety is the premise of the continuous development of the nuclear industry and it is particularly important to improve China's nuclear safety regulatory system.Nuclear safety involves not only technology,management,but also the nuclear safety culture.This study aims at the government's nuclear safety supervision by analyzing the safety supervision of Q plant,using literature research methods,comparative analysis methods,government discussion methods and case tracking methods,etc.,This study presents and analyzes the status quo and problems of government supervision for Q plant by sorting out the advanced experience of government supervision at home and abroad,aiming to provide targeted policy recommendations.Based on the theory of government governance and the theory of service-oriented government,this study first summarizes the specific measures and achievements of Q plant in government nuclear safety supervision,including administrative examination and approval,strict access,technical review,personnel qualification,and monitoring review and achievements obtained during design and construction,commissioning,operation and other phases.Secondly,based on the achievements of nuclear safety supervision,this study finds the existing problems and dig into the reasons including the nonconformance of the system norms and standards with the current needs,the vaguely defined of supervision responsibilities and systems,and the imperfect supervision skills and methods etc.This study once again proposes that the relevant good practices of nuclear safety supervision at home and abroad should be referred.Many countries carry out supervision from aspects of organizations,increase in technical input,emphasis on independent supervision and information transparency.In China,the government nuclear safety supervision is carried out from the aspects of innovation of supervision system,enhancement of supervision measures and acceleration of informatization.Based on what is presented above,it is proposed to absorb the good practices and experience such as to distinguish nuclear safety supervision functions,strengthen the training of professional skills and supervision abilities,and enhance the government's guidance and cooperation with the third party.In view of the current situation of government nuclear safety supervision for Q plant,this study propose's strategies to optimize nuclear safety supervision for Q plant:First of all,it is to further integrate nuclear safety government regulatory resources,improve various levels of institutions,and establish a nuclear safety government regulatory system and organization that is independent and vertically managed by human,finances,and materials,establish and gradually improve the self-assessment of nuclear safety government regulation and improve the long-term mechanism.Secondly,It is to study and implement the Nuclear Safety Law,coordinate and promote the revision and revision of nuclear safety regulations and guidelines,incorporate nuclear safety guidelines into the scope of enforcement,and gradually integrate with international and national standards,and develop internal management regulations including employment with necessary licenses and periodic assessment...Thirdly,it is to clarify the job responsibilities and training paths of supervisors through the practice of innovative supervision forms,and transform regulatory activities into normal working mechanisms.Finally,it is to adhere to the working philosophy of establishing a nuclear security destiny community,strengthen international and domestic bilateral and multilateral cooperation and liaison mechanisms,and clarify the division of labor and coordination of government supervision,industry self-discipline,enterprise autonomy,and public communication,and hold regular meetings at various levels,accept peer review and return visits in an open and transparent manner.
