With the rapid growth of modern tram construction,such requirements as operation safety of tram project,diversification of requirements,advanced technology and high management efficiency are also getting higher and higher.The signal control system is an important part of the rail transit dispatching and safety control.It is the "brain" and "nerve center" of rail transit,the key system to ensure the safe operation of rail transit.Modern tram signal control system is a system integration project,with the characteristics of high technology,multi-profession and high difficulty.In response to national requirements on the autonomy of rail transit,the current modern tram signal control system project must meet both the management of product customized development of new requirements,and the traditional signal control system engineering project management requirements,which give higher requirements on modern tram signal control system project risk management.The purpose of risk management is to reduce or eliminate the uncertain factors of projects,to ensure the safety of the project,to complete the contract requirements of the functions,performance and technical indicators in the contract requirements,and rationally use risk management tools to reduce costs,improve quality,shorten the duration and improve safety.Based on the current situation of risk management of rail transit project,this paper summarizes the characteristics of risk of modern tram signal control system and the goal of risk management.It also defines the full lifecycle management V model combined with product development and project;formulates the project risk management organization structure,to determine the relevant risk management responsibilities;divide the project milestone according to the project's functions and architecture based on the WBS task decomposition of the project tasks in the full lifecycle;classify the possible risks according to ALARP minimum reasonable and feasible principle and according to the severity of the risk;identify and refine the project risks according to RBS decomposition and project risk factors;use the risk management methods such as risk matrix,brainstorming method,LEC evaluation method and checklist method;develop the risk management process of closed-loop control;give the modern tram signal control system project risk management research framework and provide guidance of project risk management activities.In the actual project,according to the risk management framework,the risk factors of the project are identified by the brainstorming method,and the risk factors are refined to the specific risk items.The risk matrix is compiled according to the project management requirements,the risk grade of the identified project risk is evaluated by risk matrix,determine the risk grade of the project risks,forecast the possible occurrence phase of the risk in the project life cycle,different risk coping strategies are adopted for different risk factors and different risk rades and classes;periodically identify new risks and conduct new assessments of the risk of "open" status,dynamically manage the project risk list.Unified tracking management is performed on the project risk management list for an already occurring,transferred risk until it is closed.The paper has both theoretical basis and case study.There are the concrete implementation and management policies of project risk management and the analysis of the effectiveness and deficiencies,there is also the expectation of future project risk management,which provides reference for the risk management of the signal suppliers in the modern tram project.
