Study On "River Administrator System" From The Perspective Of Modernization Of National Governance

"River Administrator System" was raised in Wuxi City at 2008 firstly, and then got a lot of praise and expectation from the general public for its effectiveness?innovation and extension. However, as a new system, "River Administrator System" has not been fully theoretical augmented and practical inspected. Although "River Administrator System" has played a great role, it has caused debates like "Rule of man"?"short effect" and "passive coping". What's "River Administrator System'" on earth? Whether it is feasible? and how to reform and innovate? These questions will undoubtedly become the fateful decision of this system. The national management modernization as the new knowledge, new position of the central government to our country modernization, and as an overall perspective, the highest level of development goal and value pursuit, has become the starting point and terminal point of thinking about China's various institutional reforms. The traditional system theory and ecological civilization viewpoint can't interpret the "River Administrator System" reasonably nowadays, the national management modernization must be able to provide new enlightenment for this system.Firstly, this thesis clarifies the concept and theory of "River Administrator System" and the national management modernization, combines with its current practice, and affirms its value and advantage under the point of the national management modernization. At the same time, this thesis points out that there are many differences exists between "River Administrator System" and the national management modernization about governance pattern, governance conception, governance body, like ruled by men or by law, interests or humanism, sole-element or multi-element. Then the thesis elucidates the reasons of these questions from the lag legal system construction, the weak concept of ecological priority, the deficiency of multiple governance mechanism, etc. Although gap is presented between "River Administrator System'" and the national management modernization, the system has more advantages than its defects from the point of development tendency and environmental benefit and should get survival and development. Finally, base on the national management modernization, the thesis seeks for reform and innovation of "River Administrator System" from rule of law, rule of virtue and multi-governance. The construction of a new system of "River Administrator" could come true through pursuit of its legal system building, strengthening the awareness of moral self-discipline of "River Administrator System" and ecological consciousness of citizens, introduction of "Folk River Administrator" and "Entrepreneurs River Administrator" and achieve the water environment severely stability at last.
